New Delhi/ Amethi: The Indo‑Russian Rifles Private Limited (IRRPL) plant located in Korwa, Amethi (Uttar Pradesh) is a key joint venture between Indian and Russian entities and this JV is racing ahead to deliver the fully indigenous AK-203 ‘Sher’ by end 2025, signalling a leap in Make in India defence manufacturing.

Background of AK-203 Sher Rifle Deal

Under a ₹5,200 crore contract signed in 2021, IRRPL is tasked with producing 601,427 units of the AK-203 assault rifle for India’s armed forces by the original deadline of October 2032.

Now, the facility plans to complete full delivery by December 2030, nearly two years ahead of schedule.

By mid-2025, indigenisation content had reached 50 %, and the target is 100 % localisation by December 31, 2025.

Once full production ramps up, the annual output target is 150,000 rifles — which works out to about 12,000 rifles per month from 2026 onward.

This transition comes as India replaces its aging INSAS rifle system with the modernised AK-203, locally dubbed “Sher”, under its defence manufacturing self-reliance strategy.

What’s New in AK-203 Sher Rifle & Why It Matters

IRRPL is ahead of schedule, aiming to finish deliveries by December 2030 instead of 2032.

  • The “Sher” rifle is set to be 100 % indigenous by year-end 2025 — a milestone for Make-in-India defence.
  • The rifle’s performance specs are modern: rate of fire ~700 rounds per minute, effective range up to 800 metres, weight ~3.8 kg.

Importance of Make in India AK-203 Sher Rifle

Domestic allocation: Once full production begins, 120,000 rifles per year for the Indian Army; remaining 30,000 for state police, paramilitary and export clients.

Export potential: With domestic quota filling, IRRPL plans to open exports of “Sher” to friendly nations — marking India’s entry into the small arms export market.

Strategic value: Upgrading infantry weaponry, shifting from foreign dependence to local manufacturing, bolstering India’s defence industrial ecosystem.

Technical Snapshot of the AK-203 ‘Sher’ Rifle

  • Calibre: 7.62×39 mm (reliability in varied terrain)
  • Rate of fire: ~700 rounds/minute
  • Effective range: approx. 400-800 metres
  • Weight (unloaded): ~3.8 kg — lighter than older INSAS rifles.
  • Components & process: Each rifle involves 50 main components, 180 sub-parts, and ~120 manufacturing processes/hands for quality assurance.
  • Localisation: As of July 2025, 50 % of parts locally sourced — target 100 % by December.

Strategic Implications of AK-203 Sher Rifle for India’s Defence Ecosystem

1. Modernisation of Infantry Arms – The “Sher” rifle replaces decades-old INSAS rifles, improving firepower and reliability across terrains including border zones and counter-insurgency theatres.

2. Make in India Success Story – Achieving full localisation by 2025 is a major milestone for India’s aim of defence manufacturing self-reliance.

3. Export-Ready Capability – With India targeting friendly nations for export, the “Sher” could become India’s first indigenous assault rifle offering in global markets.

4. Industrial & Supply-Chain Growth – The localisation drive means 100 % alternate Indian sourcing for materials and components — boosting domestic MSMEs and metallurgy ecosystem.
