New Delhi: In a significant step towards strengthening India’s maritime capabilities, the Ministry of Ports, Shipping and Waterways (MoPSW) has signed a Plan of Implementation with the Korea International Cooperation Agency (KOICA) to enhance skill development in India’s shipbuilding and marine sector. The agreement, signed on April 2, aligns with the government’s Maritime Amrit Kaal Vision 2047 and aims to create a future-ready workforce to make shipbuilding a strategic driver of economic growth and global competitiveness.
Focus on Workforce Mapping and Skill Development
Under this collaboration, KOICA, with support from the Korea Research Institute for Vocational Education and Training and other key stakeholders, will conduct comprehensive research on India’s shipbuilding and marine engineering sectors. The initiative will focus on:
- Workforce Mapping – Identifying current skill levels and manpower distribution.
- Skill Gap Assessment – Highlighting training needs and areas requiring expertise development.
- Master Plan & Roadmap Development – Creating a structured plan for human resource development tailored to the industry.
This strategic initiative is designed to ensure that India produces highly skilled professionals capable of driving innovation and technological advancement in shipbuilding and marine engineering.

Government Highlights Strategic Importance
Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal described the partnership as a defining moment in India’s maritime journey. He emphasized that the collaboration will help build a technologically advanced workforce, supporting the government’s ambition of making India a global shipbuilding hub.
Minister Sonowal highlighted that the project aligns with Prime Minister Narendra Modi’s vision to transform the maritime sector into a key engine of economic growth and strategic strength.
Bilateral Workshops and Industry Collaboration
As part of the agreement, a series of bilateral workshops will be held in India and South Korea. These workshops will bring together:
- Industry leaders
- Policymakers
- Academic experts
The aim is to exchange best practices, foster innovation, and design structured training programs that meet the specific requirements of India’s shipbuilding sector.
Plans for a Dedicated Workforce Development Centre
Discussions are underway to establish a ‘Shipbuilding Workforce Development and Technology Cooperation Center’ in India. The proposed center will:
- Focus on vocational training and skill enhancement
- Improve technical competencies of workers
- Boost productivity through advanced skill development programs
This initiative is expected to create employment opportunities, particularly for youth, while strengthening India’s maritime ecosystem and institutional capacity.
