New Delhi: India has significantly strengthened its global digital leadership by signing Memorandums of Understanding (MoUs) and agreements with 23 countries to share and adopt its Digital Public Infrastructure (DPI) under the globally recognised India Stack framework. The initiative reflects India’s growing role in shaping digital governance, financial inclusion, and technology-driven public service delivery worldwide.
The agreements focus on cooperation in key digital areas such as digital identity, digital payments, data exchange platforms, and citizen-centric service delivery systems, enabling partner nations to replicate India’s proven digital governance models.
UPI Goes Global, Strengthens Financial Inclusion
India’s flagship digital payments platform, the Unified Payments Interface (UPI), is now operational in more than eight countries, including the UAE, Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius, and Qatar.
The international rollout of UPI is helping to reduce remittance costs, expand financial inclusion, and position India as a major force in the global fintech ecosystem.
Key MoUs and Areas of Cooperation
Under the DPI cooperation framework, several targeted agreements have been signed:
- DigiLocker Collaboration: Cuba, Kenya, United Arab Emirates, and Lao People’s Democratic Republic
- Digital Identity, Payments, and Service Platforms: MoUs signed with all 23 partner countries
These agreements aim to support secure digital documentation, seamless payments, and efficient public service delivery in partner nations.
India Stack Global and DPI Knowledge Repository
To support global adoption of its digital platforms, the Government of India has launched:
India Stack Global
A global access platform offering 18 core digital solutions that friendly countries can adopt and customise according to their governance needs.
Global DPI Repository
Launched during India’s G20 Presidency in 2023, this repository serves as a global knowledge hub for digital public infrastructure, with India contributing the largest number of DPI solutions.

India’s DPI ecosystem includes globally scalable platforms such as:
- Aadhaar – Biometric digital identity
- UPI – Real-time digital payments
- DigiLocker – Secure digital document storage
- CoWIN – Vaccination management system
- API Setu – Government data-sharing framework
- UMANG – Unified access to government services
- GeM – Transparent public procurement portal
- DIKSHA – Digital education and teacher training
- e-Sanjeevani, e-Hospital, e-Office, eCourts – Digital governance and healthcare platforms
- POSHAN Tracker – Nutrition monitoring system
- Skill India Digital Hub (SIDH) – Skilling and employment platform
- PFMS – Public fund and benefit transfer monitoring
- PM GatiShakti – GIS-based infrastructure planning platform
Countries Partnering with India on DPI
The 23 countries collaborating with India on Digital Public Infrastructure include:
Armenia, Sierra Leone, Suriname, Antigua & Barbuda, Papua New Guinea, Trinidad & Tobago, Tanzania, Kenya, Cuba, Colombia, Lao PDR, Saint Kitts & Nevis, Ethiopia, Jamaica, Gambia, Fiji, Guyana, Venezuela, Sri Lanka, Brazil, Lesotho, Maldives, and Mongolia.
Government Statement
The information was shared by Union Minister of State for Electronics and Information Technology, Mr. Jitin Prasada, in a written reply to the Rajya Sabha on February 6, 2026. The government highlighted that DPI diplomacy under India Stack is central to India’s vision of promoting inclusive, transparent, and technology-driven governance globally.
