New Delhi / Kuwait City, July 2025 – India and Kuwait recently held high-level discussions aimed at strengthening bilateral relations and bolstering support for the Indian diaspora, which comprises approximately one million individuals—Kuwait’s largest expatriate community.
Diplomatic Focus on Indian Expatriate Welfare
Indian Ambassador Adarsh Swaika, 2002 batch IFS officer, met Deputy Prime Minister and Interior Minister Fahad Yousef Saud Al‑Sabah to discuss key developments in bilateral cooperation. A major part of the meeting focused on concerns related to the welfare of the Indian community in Kuwait.
The Indian Embassy reiterated its commitment to resolving community issues and maintaining strong people-to-people ties. Swaika also held separate discussions with Aziz Al‑Dehani, Kuwait’s Assistant Foreign Minister for Consular Affairs, where they reviewed a range of consular and labour matters. These engagements reflected India’s sustained efforts to protect the rights and well-being of its nationals in Kuwait.
Energy Cooperation Remains a Strategic Pillar
Energy cooperation remains central to the India-Kuwait relationship. Kuwait is India’s sixth-largest crude oil supplier, its fourth-largest source of LPG, and ranks eighth among India’s hydrocarbon trade partners.
This energy partnership was reaffirmed in a meeting between Petroleum and Natural Gas Minister Hardeep Singh Puri and Kuwait’s Oil Minister Tareq Sulaiman Al‑Roumi during the 9th OPEC International Seminar in Vienna. Both ministers underlined their mutual intent to deepen collaboration in the hydrocarbon sector.

Enhanced Engagement Following Operation Sindoor
The recent string of diplomatic engagements follows the visit of an all-party Indian delegation to Kuwait, held in the backdrop of Operation Sindoor. Former Foreign Secretary Harsh Vardhan Shringla, a member of the delegation, noted Kuwait’s unequivocal condemnation of terrorist acts and emphasized the Gulf nation’s influential role in regional security and counter-terrorism through the Gulf Cooperation Council (GCC).
He also acknowledged Kuwait’s significant financial influence within the Gulf and its growing strategic alignment with India.
Frameworks for Long-Term Cooperation
India and Kuwait maintain robust institutional mechanisms such as the Foreign Office Consultations and the Joint Ministerial Commission, which provide continuity and structure for bilateral cooperation across various domains.
The Ministry of External Affairs described Kuwait as a reliable partner in energy security and noted that the strength of India-Kuwait ties has stood the test of time. These frameworks ensure that both nations remain engaged through structured and sustained dialogue.
A Mutually Beneficial Strategic Partnership
The comprehensive diplomatic outreach signals a deepening of strategic engagement between India and Kuwait. The twin focus on expatriate welfare and energy collaboration highlights a relationship that is not only people-centric but also strategically grounded. These high-level engagements are expected to accelerate cooperation across multiple sectors in the months ahead.
