Chandigarh: In a deeply disturbing development that has sent shockwaves through the Haryana Police and administrative circles, senior IPS officer Y. Puran Kumar was found dead in his official residence in Sector 11, Chandigarh. The 2001-batch IPS officer, known for his fearless stance against administrative irregularities and corruption, died by suicide after reportedly shooting himself with his service revolver.
His death has raised serious questions about mental health in bureaucracy, internal departmental conflicts, and the pressures faced by upright officers who speak out against the system.
Who Was IPS Y. Puran Kumar?
Y. Puran Kumar was a dynamic and often controversial figure in the Haryana Police. IPS Puran Kumar holds a BE degree and a Post Graduate Diploma in Management Communications (PGDMC) from IIM Ahmedabad. His wife, Amneet P. Kumar, is also an IAS officer from the 2001 batch. Over his more than two-decade-long career, he held several critical postings, including:
- Inspector General of Police (Rohtak Range)
- IG (Law and Order)
- IG (Telecommunications)
- And most recently, IG, Police Training Centre (PTC), Sunaria, Rohtak
His final posting to PTC Sunaria came in mid-2025, following a transfer from Rohtak Range.
Mr Kumar was widely regarded as an officer who never bowed to political or bureaucratic pressure. He repeatedly took a stand against discrimination, abuse of power, and violations of constitutional values within the police department.

The Incident: Gunshots in Chandigarh
On the morning of October 7, gunshots rang out from his residence. When local authorities arrived, Kumar was found lying in a pool of blood, having suffered a fatal gunshot wound. Sources confirm he used his service revolver.
At the time of the incident, his wife, 2001 batch IAS officer Amneet Kaur, was in Japan as part of an official delegation with Chief Minister Nayab Singh Saini. She is expected to return to India by tomorrow.
Chandigarh Police, including senior officials and the Inspector General, were present at the scene. A formal investigation has been initiated, and the postmortem report is awaited.
A Career Marked by Conflict and Controversy
Mr Kumar’s administrative journey was far from conventional. He had a history of confronting the system and filing petitions against arbitrary government decisions.
Some key incidents from his career include:
- In July 2020, Kumar accused then DGP Manoj Yadav of caste-based discrimination and personal vendetta.
- He challenged the creation of police posts and housing allotments in the Haryana High Court, alleging financial rule violations.
- He accused Additional Chief Secretary Rajiv Arora of preparing a biased internal report.
- He questioned the transfer of HPS officers during elections and filed a complaint with the Election Commission in 2024.
- Repeated allegations that he was being deliberately posted outside his cadre as part of a targeted campaign.
In all these cases, Kumar maintained that he was standing up for constitutional propriety and institutional accountability.
Claims of Harassment and Security Threats
In recent years, Mr Kumar had written multiple letters to senior authorities, alleging:

- Conspiracies being hatched against him
- And, most critically, a threat to his personal safety
These complaints eventually led to an internal security review, further underscoring the mental and professional pressure he was under.
An Unfinished Struggle for Integrity
Throughout his career, IPS Kumar emphasized integrity, fairness, and constitutional duty. However, insiders claim that his outspokenness often isolated him within the system. Denied timely promotions, facing biased probes, and seeing repeated policy violations go unchallenged, Mr Kumar’s fight for a fair and accountable system seemingly came at a personal cost.
His sudden death has left colleagues, juniors, and many in the civil services community grappling with unanswered questions. Was this an act of despair brought on by relentless administrative pressures? Or was it the culmination of years of institutional indifference?
Official Reaction and Ongoing Investigation
The Haryana government has termed the incident “unfortunate,” while the Chandigarh Police continue their investigation. The statements of family members, especially his wife, will be recorded once she returns from Japan.
