In a significant administrative move, the Appointments Committee of the Cabinet (ACC) on Saturday, September 13, 2025, approved the empanelment of 46 senior officers from the Indian Revenue Service (IRS – Income Tax) for promotion to the prestigious grade of Principal Commissioner of Income Tax (PCIT). These promotions are for the panel year 2025 and will take effect from the date the officers assume charge.
This decision aims to strengthen leadership within the Income Tax Department, reinforcing the government’s focus on efficient tax administration and fiscal governance.
Key Promotions in IRS: 46 Officers Empanelled for PCIT Grade
The officers selected for empanelment to the Level 15 pay matrix bring a wealth of experience and are expected to play pivotal roles in policy implementation, revenue mobilisation, and tax reform.
The following officers have been empanelled:
Komal Krishna S, Aarsi Prasad, P V Pradeep Kumar, Hemant Kumar C Leuva, Shekhar L Gajbhiye, Sunil Gautam, Rajnish D Burman, I Kitto Zhimomi, Vilas V Shinde, S Praveena, Vinay Sinha, Sheodan Singh Bhadoria, Salil Mishra, Rohit Garg, Mohd Salman Khan, Shaveta Nakra Datta, Sanjay Pandey, Deepshikha Sharma, Ritesh Misra, Nimisha Singh, Gaurav Batham, Asim Kumar Modi, Prakhar Vipalava Gupta, Pravin Kumar Rawal, Manoj Kumar Mahar, Sanjay Dhariwal, Dharam Veer Singh, Sujit Kumar, Monika Dhami, Neelam Shukla, Satyasai Rath, P Praveen Siddharth, Susan Thomas, AS Kumbhar, Manish Sareen, Dr. Sanjay Kumar Lal, Shri Prakash Dubey, Vijay Kumar Jaiswal, Vijay Babu Vasanta, Pradeep Kumar Meel, Rajib Jain, R Clement Ramesh Kumar, Deshmukh S Vishwas Rao, K Meghnath Chowhan, Mudavathapu N Murthy Naik, and RN Siddappaji.
Promotions Strengthen Tax Administration and Departmental Efficiency
The elevation of these officers will enhance the operational capacity of the Income Tax Department in areas such as direct tax enforcement, taxpayer services, and digital infrastructure. The new Principal Commissioners are expected to assume critical roles in implementing the government’s vision for a robust and citizen-friendly tax regime.
Certain Empanelments Denied, Deferred or Sealed
The ACC has not approved the empanelment of Ms. AS Bindhu for promotion to PCIT for the current panel year.
In addition, the Departmental Promotion Committee (DPC) recommendations for the following officers have been placed in a sealed cover, likely pending vigilance or legal clearances:
- Ms. Alka Rajvanshi Jain
- Mr. Arun Kr Tiwari
- Mr. Ajay Chandra
- Mr. Amrish Bedi
- Mr. Anil Kumar P Chaware
- Mr. Ajai Pratap Singh
Further, Mr. Praveen Kishore has not been considered for promotion, while the empanelment of Ms. Kusum has been deferred for 2025.
