Somanath Shivarudrappa Ukkali, an Indian Revenue Service (IRS) officer of the 2004 batch, has been barred from all forms of central government deputation for a period of five years, effective from February 9, 2024.
Additionally, during this debarment period, he is prohibited from obtaining cadre clearance for any foreign assignments or consultancies abroad, in accordance with the provisions and terms outlined in paragraph C(xi) of the Central Vigilance Officer (CVO) guidelines.
Ukkali had been appointed as the Chief Vigilance Officer (CVO) of HMT Ltd in Bengaluru, under the Ministry of Heavy Industries, through an order dated February 9, 2024. However, he informed the authorities that he could not take up the position. Consequently, the Department of Revenue issued an order on March 11, 2024, informing Ukkali of the implications of not joining the assignment, ensuring that he was aware of the potential adverse consequences.
Despite this notification, Ukkali did not assume the CVO role, leading the Department of Revenue to cancel his appointment and officially debar him, with all related consequences. The Ministry of Heavy Industries has communicated to Ukkali that since he did not take up the post, his appointment has been revoked.
