New Delhi: The Central Government has approved the entrustment of additional charge of Chief Vigilance Officer (CVO) of Northern Coalfields Limited (NCL), Singrauli to Himanshu Jain (IRSSE), currently serving as the CVO of South Eastern Coalfields Limited (SECL), Bilaspur, as per an official order issued by the Department of Personnel & Training (DoPT) on June 10, 2025.
Jain will hold the additional role for a period of six months, effective May 19, 2025, or until the appointment of a regular CVO at NCL, or until further orders, whichever is earlier.
Strengthening Vigilance at Key Coal India Subsidiaries
The decision, based on a proposal from the Ministry of Coal and approved by the Competent Authority, is aimed at ensuring continuity and operational integrity in vigilance functions at both NCL and SECL, which are two of the most important subsidiaries of Coal India Limited (CIL).
Jain’s dual role is expected to enhance synergy between the two organizations, especially in terms of vigilance best practices, internal oversight, and administrative coordination.
A Technocrat with Railways and Vigilance Background
Himanshu Jain, a 2008-batch officer of the Indian Railway Service of Signal Engineers (IRSSE), brings a robust blend of technical, administrative, and vigilance experience to his expanded responsibilities.
He holds–
- A Bachelor’s degree in Electronics & Telecommunications Engineering from NIT Raipur
- A Master’s degree in Microelectronics VLSI from IIT Bombay
Jain joined the Indian Railways through the UPSC Engineering Services Examination in 2007 and began his career in the South East Central Railway, a key freight loading zone. Over the years, he has held several significant roles, including:
- Deputy General Manager in the General Manager’s Secretariat
- Chief Public Relations Officer (CPRO)
- Secretary to the General Manager in the SECR zone
In 2016, he was awarded the prestigious National Railway Award for outstanding service. He has also undergone specialized training on High-Speed Railway Operations in Japan under the JICA programme.

The appointment of Jain to this additional post underscores the government’s ongoing effort to bolster transparency, vigilance, and governance standards within the coal sector.
