Ranchi: The Jharkhand government has announced plans to amend the Jharkhand Child Development Service Unclassified Employee Recruitment & Service Rules, 2006, aiming to enable long-awaited promotions for clerks working in child development projects under the Women & Child Development and Social Security Department.
Currently, clerks in these projects have been facing obstacles in receiving promotions due to existing rules. The proposed amendment will specifically address provisions related to the clerical category, making promotions more streamlined and structured.
New Rules to Introduce Limited Examinations and Clear Promotion Guidelines
The government has initiated action to revise the 2006 rules. The newly amended rules are expected to include:
- Limited competitive examinations for clerks
- Clear provisions for promotion within the clerical cadre
Alongside the amendments, the department has begun identifying promotion-eligible posts, ensuring that once the rules are revised, clerks can receive their rightful promotions without further delays. Department officials have been entrusted with overseeing this process.

Background: Disparity in Promotions and Pay
While female supervisors and child development project officers have received higher-level promotions, clerks have been waiting for advancement for a long time. Similarly, Anganwadi workers have been promoted to female supervisor positions through limited competitive examinations.
A departmental review also highlighted pay discrepancies among computer operators working in social security wings across various districts. To address this, a committee will be formed to recommend uniform pay scales and reduce disparities, ensuring fair compensation across different locations.

This move is expected to strengthen administrative efficiency in child development projects and boost employee morale among clerks. By formalizing promotion rules and pay uniformity, the department aims to create a transparent, merit-based system that supports career growth for clerical staff while maintaining fairness in remuneration.
