Jharkhand: Major IAS Reshuffle, Nitin Madan Kulkarni Made Principal Secy, Agriculture & Animal Husbandry

The government of Jharkhand has lately orchestrated a bureaucratic reshuffle by transferring 24 IAS officers across the state. Among the transferees is the Principal Secretary to the Governor — IAS Nitin Madan Kulkarni (1995 batch), replaced by IAS Vipra Bhal (2006 batch). Officer Kulkarni has been appointed Principal Secretary in the Department of Agriculture, Animal Husbandry and Cooperative Department.

The incumbent Principal Secretary in the Department of Planning and Development, Mr. Mast Ram Meena (1996 batch) has been given additional charge as Principal Secretary in the Department of Drinking Water and Sanitation.

Mr. Sunil Kumar (1997 batch), last posted as Principal Secretary in the Road Construction Department, shall continue to hold the additional charge of Principal Secretary in the Department of Urban Development and Housing, Managing Director of JUICO and Managing Director of the Greater Ranchi Development Agency (GRDA).

Mr. Amitabh Kaushal (2001), has been appointed Secretary in the Information Technology and E-Governance Department. He shall continue to hold the additional charge of Secretary in the Department of Commercial Tax in the Jharkhand, Ranchi.

Mr. Manish Ranjan (2002 batch) was made Director of the Administrative Training Institute in Ranchi. Mr. Rajesh Kumar Sharma (2003 batch) was made Secretary of the Disaster Management Department.

Mr. Abu Bakr Siddiqui (2010 batch) became Secretary of the Forest, Environment and Climate Change Department. At the same time, IAS Manoj Kumar, the incumbent Secretary in the Child Development and Social Security Department, was asked to continue holding the additional charge of Secretary, Excise and Prohibition Department along with his duties till further orders.

IAS Arwa Rajkamal became Secretary in the Building Construction Department with the additional charge of Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi and Resident Commissioner, Jharkhand Bhawan, New Delhi.

Mr. Jitendra Kumar Singh (), who became Secretary in the Department of Mines and Geology was also given additional charge of Secretary in the Industries Department.

Mr. Uma Shankar Singh (2009 batch), presently the in-charge secretary of the School Education and Literacy Department will hold the additional charge of secretary-in-charge of the Food, Public Distribution and Consumer Affairs Department.

IAS Amit Kumar has been posted as Commercial Tax Commissioner. Mr. Manjunath Bhajantri (2011 batch) has become the Chief Executive Officer of the Jharkhand State Livelihood Promotion Society (JSLPS) and also the MNREGA Commissioner.

Mr. Amit Prakash (2011 batch) has been appointed as Excise Commissioner and will continue to perform his duties as Managing Director, Jharkhand State Beverage Corporation.

IAS Sandeep Singh became the new Municipal Commissioner of Ranchi Municipal Corporation and will continue to hold the additional charge of Vice-Chairman, Ranchi Regional Development Authority (RRDA).

IAS Shailendra Kumar Lal became the Mission Director-cum-Chief Executive Officer of the Jharkhand Skill Development Mission Society.

Mr. Sunil Kumar Singh (2013 batch) has become the Additional Secretary in the Department of Labour, Planning, Training and Skill Development. Ms. Ananya Mittal (2015 batch), the incumbent Deputy Commissioner of East Singhbhum, Jamshedpur will also hold the additional charge of Administrator, Subarnarekha Project, Jamshedpur.

IAS Sameera S has been appointed as Director-cum- Member Secretary, Jharkhand State Child Protection Institute, and will hold the charge of Director General, State Nutrition Mission, Jharkhand, Chief Executive Officer, Jharkhand State Watershed Mission and Director, Social Security, Jharkhand, Ranchi along with her duties.

IAS Ravi Anand has been given the charge of Joint Secretary, Personnel and Administrative Reforms. Mr. Deepak Kumar Dubey () became Joint Secretary in the Urban Development and Housing Department.

Mr. Saurabh Kumar Bhuwania (2019 batch) has been appointed and posted as Joint Secretary of the Finance Department, and Mr. Alok Kumar (2019 batch), was appointed Joint Secretary in the Home, Jail and Disaster Management Department. Ms. Shatabdi Majumdar (2019 batch) has been posted as Under Secretary, Finance Department.
