Srinagar/New Delhi: In a significant administrative development, four Indian Administrative Service (IAS) officers from the Union Territory of Jammu and Kashmir have been posted as Assistant Secretaries in different ministries under the Government of India as part of a structured exposure programme for young civil servants.
According to an official memorandum issued by the Department of Personnel and Training, the officers – Anmol Rathore, Arjun Gupta, Seerat Baji and Aparajita Aryan – will join their respective ministries in New Delhi for an eight-week attachment beginning May 4, 2026.
Ministry-Wise Posting of the Four Officers
Under the latest central assignment order, each officer has been placed in a separate ministry to gain sector-specific exposure in governance and policy implementation.

The postings are as follows:
- Anmol Rathore has been assigned to the Ministry of Finance
- Arjun Gupta has been posted to the Ministry of Women and Child Development
- Seerat Baji will serve in the Ministry of Power
- Aparajita Aryan has been attached to the Ministry of Social Justice and Empowerment
Eight-Week Attachment to Expose Young Officers to Central Governance
Officials said the Assistant Secretary attachment programme is designed to provide young IAS officers with first-hand experience of how central ministries function.
During the attachment, officers are expected to work closely with senior officials on:
- Policy formulation
- File processing at central level
- Inter-ministerial coordination
- Programme monitoring
- Administrative decision-making
The programme is considered a crucial stage in the early career of IAS officers, helping them understand how national policies are designed and translated into implementation frameworks.
Exposure to National Policy Framework Before Field Responsibilities
The attachment gives probationary and young officers an opportunity to engage directly with policy matters before they take up long-term field responsibilities in states and Union Territories.
Officials said such postings help officers develop:
- Better understanding of national governance systems
- Administrative coordination skills
- Policy analysis capability
- Sector-specific expertise
This exposure is expected to strengthen their future performance in district and departmental assignments.
Growing Representation of J&K Officers in National Administrative Framework
The posting of four officers from Jammu and Kashmir in central ministries is also being seen as a notable moment for the Union Territory’s growing representation in the higher administrative structure.
Over the years, officers from Jammu and Kashmir have increasingly secured key responsibilities in both state and central administration.
