J&K: Several Officers Given Charge Of Multiple Departments As The UT Faces Dearth Of Bureaucrats

Shortly after several Jammu-based IAS officers were mandated to proceed on central deputation, the Jammu and Kashmir (UT) Administration faced a drought in the number of available officers and had to mount multiple charges of departments on its bureaucrats. As many as 20 officers of erstwhile Jammu and Kashmir cadre are presently on deputation to the Centre and the UT of Ladakh.

Mr. Shaleen Kabra (1992-batch IAS officer) has been posted as Financial Commissioner (Additional Chief Secretary) Jal Shakti Department (PHE, Irrigation and Flood Control) and was given additional charge of the Financial Commissioner Revenue.

Mr. P K Pole (2004-batch IAS officer), presently posted as the state’s Chief Electoral Officer (CEO), was given additional charge as the Commissioner/Secretary to the Government Election Department.

Ms. Yasha Mudgal (2007-batch IAS officer), the incumbent Commissioner/ Secretary Tourism Department, was assigned additional charge as the Mission Director Holistic Agriculture Development Programme (HADP).

Mr. Kumar Rajeev Ranjan (2010-batch IAS officer), presently posted as Administrative Secretary in the Labour and Employment Department, was given additional charge of three departments including Administration Secretary Skill Development Department, Revenue Department and Chief Executive Officer (CEO) Mission Youth.

Mr. Bhupinder Kumar (2011-batch IAS officer), the incumbent Administration Secretary in the Public Works (R&B), was given additional charge of Director of Census Operations (DCO)/Director of Citizen Registration (DCR) for the Union Territories of Jammu and Kashmir and Ladakh.

Mr. Ramesh Kumar (2011-batch IAS officer), the incumbent Divisional Commissioner of Jammu, was given additional charge as Additional CEO of Jammu Metropolitan Regional Development Authority.

Mr. Mohammad Aijaz (2012-batch IAS officer), presently posted as Administrative Secretary in the Planning Development and Monitoring Department, was given additional charge as Administrative Secretary Civil Aviation Department and Civil Aviation Commissioner, was also assigned additional charge of Administrative Secretary, Public Grievances Department and CEO ERA by relieving Mr. Syed Sehrish Asgar (2013-batch IAS officer), who was asked to report to the General Administration Department (GAD).

Mr. Suresh Kumar Gupta, an IFS officer and Principal Secretary to the Culture Department, was given the additional charge of the post of Principal Chief Conservator of Forests and HoFF, Chairman of the J&K Biodiversity Council and Director of Social Forestry.

Mr. Vikas Kundal (2013-batch IAS officer), the incumbent Managing Director of the Jammu Power Distribution Corporation Limited, was given additional charge of the Jammu and Kashmir Power Corporation Limited.

Mr. Rahul Yadav (2014-batch IAS officer), presently posted as the Jammu Municipal Corporation (JMC) Commissioner, was given the additional charge of the post of CEO Special Purpose Vehicle Jammu City for Implementation of Smart City Project while Owais Ahmed, Commissioner Srinagar Municipal Corporation holds additional charge of CEO SPV for Srinagar City for implementation of Smarty City Project and Vice Chairman Srinagar Development Authority.

Mr. Jatin Kishore (2020-batch IAS officer), presently serving as the Additional Secretary in the Lieutenant Governor’s Secretariat, was given the additional charge of the post of Director Information Department Jammu and Kashmir.
