Thiruvananthapuram: In preparation for the 2026 voter list revision, Kerala’s Chief Electoral Officer, Dr. Rathan U Kelkar, announced the appointment of four senior IAS officers as Electoral Roll Observers. The move aims to ensure a smooth, error-free, and complaint-free voter list across the state’s 14 districts.
District Oversight Assignments
The appointed observers have been entrusted with oversight responsibilities across specific districts:
- M.G. Rajamanickam: Kozhikode, Wayanad, Kannur, Kasaragod
- K. Biju: Thrissur, Palakkad, Malappuram
- Tinku Biswas: Kottayam, Idukki, Ernakulam
- Dr. K. Vasuki: Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha
Three-Phase Observation Process
The observers will carry out field visits in three phases:
- Notice Period: When claims and objections are received.
- Complaint Redressal Phase: When Electoral Registration Officers (EROs) address grievances.
- Final Verification: When Booth Level Officers (BLOs) verify the working copy and the revised electoral roll is published.
During their first visits, the observers will meet Members of Parliament, Members of the Legislative Assembly, and representatives of recognised political parties to hear grievances and ensure active participation in the revision process. Additionally, meetings with the general public will be held on pre-announced dates to address concerns and gather feedback.
Scrutiny of Reports and Discrepancies
Observers will also scrutinise reports and explanations submitted by District Election Officers (DEOs), particularly in constituencies where the number of additions or deletions exceeds:
- 1% of the district average
- 3% in any Assembly constituency
Ensuring a Comprehensive and Complaint-Free Voter List
Dr. Kelkar emphasised that comprehensive measures are being implemented at all levels to ensure that no eligible voter is excluded and all discrepancies are duly rectified. The initiative reflects the state’s commitment to transparent, accurate, and inclusive electoral processes ahead of the 2026 elections.
