New Delhi: In a key administrative development, Kumar Sanjay Bariar, Additional Secretary in the Union Public Service Commission (UPSC), has been prematurely repatriated to his parent cadre in the Indian Postal & Telecommunication Accounts and Finance Service (IP&TA&FS: 1993).
The repatriation, cleared by the Department of Personnel and Training (DoPT), is aimed at allowing the officer to avail promotion benefits in his parent cadre, official sources confirmed.
DoPT Notification Issued on September 15
According to the DoPT order dated September 15, 2025, the competent authority has approved Bariar’s early return to his cadre, overriding the terms of his central deputation. The move aligns with established service rules, which allow for early repatriation in cases of cadre promotion or other administrative considerations.

Background: Deputation at UPSC and Earlier Roles
Kumar Sanjay Bariar had been serving as Additional Secretary (JS level) at UPSC since February 2024, with an initial tenure set to end on August 18, 2024. He was subsequently granted a two-year extension on July 23, 2024, extending his central deputation till August 18, 2026.
Before joining UPSC, Bariar served as Joint Director General (Shipping) in Mumbai under the Ministry of Shipping. He was appointed to that post in July 2019 for a five-year term.
Significance of Repatriation
Premature repatriation of officers from central deputation is a routine but significant administrative mechanism to ensure that officers do not miss out on career advancements or promotional opportunities in their respective cadres.
Such decisions are typically based on vacancy positions, impending DPCs (Departmental Promotion Committees), or policy changes related to cadre management.
With his return to the IP&TA&FS cadre, Bariar is now likely to take on a higher role in the parent department, capitalizing on the promotion that awaits him.
