New Delhi: The Ministry of Railways has granted an extension to Mr. Vinay Kumar Agrawal (IRSE), currently serving as Chief Project Manager (CPM) at Rail Vikas Nigam Limited (RVNL), allowing him to continue on deputation until January 31, 2026, or until further orders, whichever is earlier.
Deputation Extended Beyond Standard Tenure
The extension was communicated through Railway Board Letter No. 2018/E(O)II/7/75, dated July 18, 2025. This decision extends Mr. Agrawal’s deputation by approximately seven months, beyond the standard five-year deputation period. However, it has been clearly stated that no deputation allowance will be paid to him beyond the initial five years.
The extension was approved by the Finance Directorate of the Ministry of Railways and is intended to ensure continuity in critical infrastructure projects under RVNL.

Key Role in Ganga Bridge Project
Agrawal is currently overseeing the Ganga Bridge project, one of RVNL’s significant undertakings aimed at improving connectivity and rail infrastructure in the region. His continued presence in the role is expected to support the timely completion and oversight of this vital project.
Service Background
An officer of the Indian Railway Service of Engineers (IRSE), Mr. Agrawal was born on January 16, 1966. Prior to his deputation at RVNL, he served as Deputy Chief Engineer in North Central Railway, where he held key responsibilities in civil engineering and infrastructure development.
Terms and Conditions of Deputation
According to the official order, all other deputation benefits — including joining time, medical facilities, leave benefits, and travel entitlements — will continue as per standard Railway rules. However, the extension comes with a clear condition: If Mr. Agrawal does not return to his parent Railway cadre within one month after the conclusion of the deputation period, he will be deemed to have resigned from Railway service.
Communication and Notification
The extension order has been officially circulated to key officials, including:
- The Principal Director of Audit
- The Chairman and Managing Director of RVNL
- Other senior officials within the Railway Board
This move underscores the Ministry’s emphasis on retaining experienced leadership for high-priority infrastructure projects during the final phase of the officer’s service.
