Chief Minister Dr. Mohan Yadav has announced an ambitious vision to transform Madhya Pradesh into a model state and the new “food basket” of India. Highlighting the strides made over the past two decades, Dr. Yadav emphasized that the state’s grain reserves are full, thanks to the tireless efforts of the farmers.
The Chief Minister was speaking at a development-focused event organized by a private media group in New Delhi. He pointed out the state’s agricultural progress, irrigation expansion, and enhanced storage capacity as critical components in this transformation.
PPP Model in Medical Education to Boost Healthcare Infrastructure
Dr. Yadav detailed the state’s forward-thinking plan to establish medical colleges through Public-Private Partnership (PPP). The government is offering 25 acres of land and district hospitals for a 10-year period to private investors. After a decade, the government will reclaim the district hospital, while the investor continues operating their facility. This dual-benefit model is aimed at significantly improving access to healthcare and medical education in rural and urban Madhya Pradesh.
Massive River-Linking Projects for Sustainable Water Supply
The Chief Minister shed light on the National River Linking Project, first implemented in Madhya Pradesh. The Rs. 1 lakh crore Ken-Betwa Project and Rs. 70 thousand crore Parvati-Kalisindh-Chambal Project will ensure permanent irrigation and drinking water across Bundelkhand, Malwa, and Chambal regions. These mega-projects are expected to secure long-term water sustainability in the state.
Tourism and Spiritual Economy Gaining Momentum
Dr. Yadav highlighted the rapid development of religious tourism. After the creation of Shrimahakal Lok in Ujjain, more than 7 crore devotees visit annually, boosting the local economy. Over 200 hotels have opened in Ujjain, and 1,000 acres have been utilized for a Medical Device Park, showcasing a blend of spirituality and industrial development.
Aviation, Urbanization, and Metro Projects Underway
With a new aviation policy in place, Madhya Pradesh is strengthening its air connectivity. Incentives are being offered for air ambulance services and regional air transport, especially for patients under the Ayushman Yojana and Samarth scheme. Urban development is also underway, with metro projects progressing in Indore and Bhopal, and plans for expansion in Jabalpur and Gwalior.
Record Investment Proposals and Industry-Friendly Policies
At the Global Investors Summit held in February 2025, Madhya Pradesh secured investment proposals worth Rs. 30.77 lakh crore. Dr. Yadav affirmed the state’s commitment to simplifying processes for businesses. The number of approvals required to start an industry has been reduced from 29 to just 10.
The government has implemented 18 new industrial policies and established committees to provide customized support, including electricity, water, and land subsidies. Over 285 industries were allotted land in a year, and major projects like the Metro coach manufacturing plant by BEML have already begun.
Doubling Budget, Empowering Women, and Fast-Track Reforms
With a strong financial base, the state has presented a budget exceeding Rs. 4 lakh crore, with a target to double it in five years. Incentives are being provided to women under the Ladli Behna Yojana, including Rs. 1,500 monthly and an additional Rs. 5,000 for employment in industries.
Labour reforms now allow women to work in night shifts, with flexible working hours and holidays. The state is operating within a financial management cap of 3 percent, demonstrating fiscal prudence.
A Model for Self-Reliant Development and Innovation
Dr. Yadav reaffirmed Madhya Pradesh’s support for the Central Government’s vision of a self-reliant India. From implementing the New Education Policy to fostering exports worth Rs. 66 thousand crore, the state is setting benchmarks. Its surplus power generation even supplies Delhi Metro. With the largest irrigated area in India and a 6 percent growth rate, Madhya Pradesh is firmly on the path to becoming a national leader.
