New Delhi: The Union Ministry of Home Affairs (MHA) on Friday approved the promotion of 20 Indian Police Service (IPS) officers of the AGMUT cadre from the 2012 batch to the rank of Deputy Inspector General of Police (DIG). Additionally, four officers of the same batch currently on central deputation were granted proforma promotion to the DIG grade.
Promotion Details
The promotions to DIG grade (Level-13A in the Pay Matrix) will take effect from January 1, 2026, or from the date of assumption of charge, whichever is later.

Proforma Promotion for Officers on Central Deputation
Four AGMUT cadre IPS officers from the 2012 batch, currently serving on central deputation, have been granted proforma promotion to DIG grade on an actual basis. Their promotions will also be effective from January 1, 2026, or from the date of assumption of charge of their immediate juniors in the cadre. These officers are:

Next Below Rule (NBR): Under Rule 8(5) of the IAS (Pay) Rules, 2016, an officer is granted a promotion “proforma” if their immediate junior in the home cadre is promoted.
Financial Benefits: It ensures the officer’s seniority is protected and their pay is notionally fixed at the higher level, allowing them to draw enhanced pay or arrears upon returning to their state.
Latest 2025 Orders: Recent December 2025 orders from the Ministry of Home Affairs (MHA) granted proforma promotions to several IPS and IAS officers on deputation, ensuring they reached higher grades like Super Time Scale or IGP alongside their batchmates.
