The Ministry of Home Affairs (MHA), Government of India, has returned the incomplete prosecution proposal against three IAS officers—Yasha Mudgal (AGMUT: 2007), Dr. Shahid Iqbal Choudhary (AGMUT: 2009), and Niraj Kumar (AGMUT: 2010)—to the Chief Secretary, J&K, directing resubmission within a week with necessary enclosures, including FIRs, witness statements, and legal opinions.
The General Administration Department (GAD) of J&K informed the High Court in PIL No. 09/2012 that its views on these officers were sent to the MHA, while comments on PK Pole are under examination. Jurisdictional clarity is sought for IAS officers Prasanna Ramaswamy G and M. Raju. Prosecution sanction proposals for M. Raju and Prasanna Ramaswamy G, who served in Kargil and Leh, must be forwarded with the approval of Ladakh’s Lieutenant Governor.
The MHA’s status report of March 8, 2025, confirmed these directions. The case, related to the Arms Licences Scam, is scheduled for a hearing in the Division Bench of the J&K and Ladakh High Court on March 20, 2025.
