New Delhi / Tiruchirappalli: In a major push for defence self-reliance, the Ministry of Defence (MoD) has signed a Memorandum of Understanding (MoU) to establish a state-of-the-art Mechanical & Material domain testing facility at the Tamil Nadu Defence Industrial Corridor (TNDIC), Tiruchirappalli. The move is part of the government’s ongoing commitment to strengthening indigenous manufacturing capabilities through the Defence Testing Infrastructure Scheme (DTIS).
Landmark Agreement for Defence Testing in Tamil Nadu
The MoU was formally exchanged in New Delhi on Monday between senior officials from the MoD and the Tamil Nadu Industrial Development Corporation Limited (TIDCO), in the presence of Sanjeev Kumar, Secretary (Defence Production).
The proposed facility will be implemented through a Special Purpose Vehicle (SPV) led by Micro Labs, with key consortium members including TIDCO, Bharat Earth Movers Limited (BEML), Hindustan Aeronautics Limited (HAL), and Vaidheswaran Industries.
Once operational, this centre will serve as a comprehensive testing hub for both public and private entities engaged in defence manufacturing, offering cutting-edge tools and services in the mechanical and materials testing space.
DTIS: Catalyzing Aatmanirbharta in Defence
The Defence Testing Infrastructure Scheme, launched by Defence Minister Rajnath Singh, is a ₹400 crore initiative designed to build advanced testing infrastructure and reduce India’s dependence on imported military equipment.
Under the scheme, the central government provides 75% of the project cost as ‘Grant-in-Aid’, while the remaining 25% is contributed by private players and state entities through the SPV model.
This facility in Tiruchirappalli is part of a broader strategy, which has already approved seven high-end testing centres under DTIS – four in Tamil Nadu and three in Uttar Pradesh – as key nodes of India’s growing defence and aerospace ecosystem.
Strategic Significance for Tamil Nadu Defence Corridor
The development of this testing facility in Tiruchirappalli marks a major milestone for the Tamil Nadu Defence Industrial Corridor, solidifying its role as a national leader in the aerospace and defence sectors.
With industry giants like HAL and BEML onboard, the facility is expected to catalyze defence R&D, accelerate indigenous production timelines, and facilitate quality assurance for components vital to defence and aerospace operations.
This strategic investment is expected to empower MSMEs, start-ups, and large manufacturers alike, fostering a robust and self-reliant ecosystem for defence innovation in line with the government’s ‘Aatmanirbhar Bharat’ vision.
