Bhopal: Madhya Pradesh Chief Minister Dr. Mohan Yadav emphasized the crucial role of contract employees in implementing public welfare schemes at the grassroots level. Addressing the state-level conference of the Madhya Pradesh Contract Joint Struggle Forum organized by the Bhartiya Mazdoor Sangh at TT Nagar Dussehra Ground, the CM said that contract workers are not just the government’s workforce but its “inner strength.”
“Your dedication and partnership have maintained the functioning of government administration. Whether in health services, education, panchayats, urban bodies, or technical services, contract workers serve as reliable pillars of the system on the ground,” Dr. Yadav said. He compared the role of contract workers to Hanuman Ji, underscoring their tireless contribution.
Government Commitment to Rights, Security, and Reforms
Dr. Yadav assured that the state government remains proactive in safeguarding the rights of contract employees. He highlighted that previous reforms regarding service improvements, remuneration enhancement, work conditions, and future policy measures have already been positively implemented and will continue.
“While ensuring financial balance and adherence to rules and justice, we will address the challenges of contract employees. The government will strive to go beyond expectations wherever possible,” the CM said.

Policy Implementation Under Contract Policy-2023
The Chief Minister outlined several key measures under the Contract Policy-2023:
- Implementation of NPS, gratuity, and health insurance benefits for contract workers across central and state-funded projects.
- Enforcement of disciplinary provisions under CCA Rules 1965 & 1966 for contract employees.
- Resolution of inconsistencies in pay parity across departments through a committee chaired by the Additional Chief Secretary.
- Determination of pay parity in programs such as the Krishi Vibhag Atma Scheme, District E-Governance Society, and District Disabled Rehabilitation Centers.
Dr. Yadav also stated that the process for regularizing contract workers with over 10 years of service has begun for 50% of eligible posts, with plans to expand further.
Conference Highlights and Attendance
The conference saw active participation from representatives of the Contract Joint Struggle Forum, including Mr.i Kuldeep Singh Gurjar, Mr.i Dinesh Singh Tomar, Mr.i Govind Srivastava, and Mr.i Durgesh Tiwari. Mr.i Tomar noted that the forum includes officers and employees from 34 departments across the state.
A large number of contract officers and employees from across Madhya Pradesh attended the event. The program began with lamp lighting and floral tributes to Bharat Mata and Mr.i Dattopant Thengadi, followed by a ceremonial welcome of the CM with flower showers and garlands.

Dr. Yadav concluded by reaffirming that the state government will ensure the respect, safety, and welfare of contract employees, responding to their demands with sensitivity, responsibility, and dedication.
