Khandwa/Bhopal: Madhya Pradesh has been abuzz with controversy as two young IAS officers—Khandwa Collector Rishav Gupta and District Panchayat CEO Dr. Nagarjun B. Gowda—find themselves at the center of a social media storm.
The controversy revolves around the prestigious National Water Award recently received by the Khandwa district for exemplary work in water conservation.
Social media users have claimed that AI-generated images and misleading data were used to secure the award. Dr. Nagarjun Gowda, one of the officers involved, is married to UPSC topper Shruti Deshmukh, which has only increased public interest in the matter.
The Controversy Explained: AI Photos and Fake Data Claims
The allegations began after the National Water Award recognition on November 18, 2025, for Khandwa district’s outstanding water conservation efforts. On platforms like X (formerly Twitter), users suggested that small pits were represented as wells, and some photos allegedly contained AI watermarks.
A prominent social media post by a user named Ravi Mishra fueled the debate, claiming –
- Some images uploaded were AI-generated.
- Data was manipulated to exaggerate the work done.
- Digital editing replaced real ground conditions with digitally enhanced visuals.
Khandwa Administration Responds
The Khandwa district administration has strongly refuted these allegations. Key clarifications include –
Rigorous Verification Process
- Over 1.29 lakh geo-tagged photos were uploaded under the Jal Sanchay Jan Bhagidari (JSJB) program.
- The Central Ministry of Jal Shakti technically verified all photos.
- Field inspections were conducted on 1% of projects to ensure accuracy.

AI Photos on Separate Portal
Around 20 AI-generated photos were uploaded on the Catch the Rain (CTR) portal, which is solely for educational and awareness purposes.
The JSJB portal, used for the award, contains verified field photos only.
The administration is investigating the individuals responsible for uploading the AI images.
Official Statement –
“It is incorrect to question a national-level award based on a few social media posts. The award was given after rigorous verification and field checks,” said Collector Mr Gupta.

The Sixth National Water Awards, held at Vigyan Bhawan, New Delhi, recognized Khandwa for its exemplary water conservation initiatives –
- Second Prize: Best Gram Panchayat category for Kaveshwar Panchayat, awarded by President Draupadi Murmu.
- First Place Nationwide: Water Conservation, Public Participation initiative under the Catch the Rain campaign.
