Leadership Updates: MRVC Appoints Arpan Kumar as Additional General Manager (Civil) for Five-Year Term

New Delhi: The Ministry of Railways has approved the deputation of Mr. Arpan Kumar, Indian Railway Service of Engineers (IRSE), to the Mumbai Rail Vikas Corporation Limited (MRVC) as Additional General Manager (Civil) for a tenure of five years. The appointment comes as part of MRVC’s ongoing efforts to strengthen leadership in its civil engineering operations.

Deputation Details

According to an order issued by the Railway Board (No. 2025/E(O)II/7/110, dated December 12, 2025), Mr. Arpan Kumar will take up the new role on deputation terms, receiving his parent pay along with deputation allowance.

  • Date of Induction into Service: 22 February 2013
  • Present Post: Deputy Chief Engineer / Tr-II, Central Railway

  • Tenure: Five years or until further orders, whichever is earlier

The deputation is subject to Government approval for exemption from the rule of immediate absorption into MRVC.

Relief Instructions

Central Railway has been instructed to relieve Mr. Arpan Kumar to facilitate his assumption of the new role. The exact date of relief is to be communicated to the Railway Board.

The deputation will be governed by Department of Personnel & Training (DoP&T) guidelines. The officer will be deemed relieved at the end of the deputation period unless an extension is formally approved by the competent authority.

The Railway Board order was signed by Smt. Roshan Kumari Meena, Under Secretary (Deputation), and circulated to MRVC, Central Railway, and other concerned offices to ensure smooth coordination of the deputation.
