Mumbai: The Public Enterprises Selection Board (PESB) has recommended Mr. Abhishek Swami, Executive Director (Finance & Law) at the Ministry of Railways, for the position of Director (Finance) at the Mumbai Railway Vikas Corporation Limited (MRVC), a key public sector undertaking responsible for modernizing and expanding Mumbai’s suburban railway network.
Selection Process and Recommendation
Mr. Swami was selected from a pool of seven highly qualified candidates from major public sector units including Indian Oil Corporation (IOCL), NLC India, SAIL, and the Nuclear Power Corporation of India (NPCIL). PESB evaluated each candidate based on their professional expertise, strategic vision, and experience in handling large-scale financial management in public sector projects.
The recommendation was finalized during PESB’s meeting (Minute No. 1 of Meeting No 106/2025) held on October 31, 2025. Mr. Swami’s deep understanding of railway operations and finance, combined with his proven track record in managing complex projects, was cited as a key factor in his selection.

Role and Responsibilities at MRVC
As Director (Finance), Mr. Swami is expected to play a pivotal role in overseeing MRVC’s financial planning and management, ensuring efficient allocation of resources for its large-scale infrastructure projects. These projects aim to enhance the capacity, efficiency, and sustainability of Mumbai’s suburban railway system, which serves millions of daily commuters.
His expertise is anticipated to strengthen financial governance, optimize budgetary allocations, and facilitate timely implementation of critical development projects in India’s financial capital.
Next Steps for Appointment
The PESB recommendation will now be forwarded to the Appointments Committee of the Cabinet (ACC) for formal approval. Once approved, Mr. Swami will assume charge as Director (Finance), contributing to MRVC’s mission of modernizing Mumbai’s suburban rail network and improving commuter services.
