Mussoorie: The Department of Land Resources (DoLR), in collaboration with Lal Bahadur Shastri National Academy of Administration (LBSNAA), is organizing a two-day “Training cum Workshop on NAKSHA” for District Magistrates and Collectors on October 27-28, 2025, at LBSNAA’s B N Yugandhar Centre for Rural Studies (BNYCRS).
The workshop aims to build administrative and technical readiness for the NAKSHA (NAtional geospatial Knowledge-based land Survey of urban Habitations) programme, which is set for pilot implementation across 28 states and 3 Union Territories.
Inaugural Addresses and Keynote Speech
The event will begin with an inaugural address by Dr. Bagadi Gautham, Centre Director, BNYCRS, followed by a keynote address from Mr Manoj Joshi, Secretary, DoLR.
A programme overview will be presented by Mr Kunal Satyarthi, Joint Secretary, DoLR, setting the stage for the technical and administrative sessions to follow.
Technical Training on GIS and Data Acquisition
Technical sessions will be led by Mr S K Sinha, Additional Surveyor General of India, focusing on workflow, data acquisition, and surveying techniques.
A live demonstration of the NAKSHA Web-GIS portal will be conducted by MPSEDC, providing participants hands-on experience with the digital tools crucial for urban land record mapping.
State-Level Insights and Best Practices
Senior officials from Gujarat, Andhra Pradesh, Karnataka, Kerala, Assam, and Madhya Pradesh will present their state-level implementation approaches and best practices, enabling participants to understand practical challenges and solutions in adopting NAKSHA.
Administrative and Legal Framework
Sessions on the administrative and legal aspects of the programme will be led by Shri N. K. Sudhanshu (DG, YASHADA) and Shri S. Chockalingam (CEO, Maharashtra). These sessions will cover policies, rules, and legal mechanisms required to ensure smooth NAKSHA rollout in urban areas.
Ground-Truthing Demonstration by Survey of India
The workshop will conclude with a ground-truthing demo conducted by the Survey of India, providing District Collectors with practical exposure to field-level surveying, verification, and validation processes essential for accurate urban land records.
Equipping District Collectors for Successful Implementation
The workshop is designed to equip District Magistrates and Collectors with –
- Comprehensive understanding of NAKSHA’s workflow
- Technical training on GIS, data acquisition, and modern survey techniques
- Insights from state-level best practices
- Knowledge of administrative and legal frameworks
- Hands-on experience through ground-truthing exercises
This initiative is expected to accelerate the NAKSHA programme’s successful nationwide implementation, revolutionizing urban land record management in India.
