Chandigarh: In the wake of the shocking suicide of senior IPS officer Y Puran Kumar (2001 batch), the Haryana government has replaced Rohtak Superintendent of Police (SP) Narendra Bijarniya with Surinder Singh Bhoria, a 2014 batch IPS officer. The transfer, confirmed on Saturday, follows mounting outrage after Kumar’s eight-page suicide note named eight senior officers, including Director General of Police (DGP) Shatrujeet Singh Kapur, alleging severe mental harassment.
High-Level FIR Filed After Suicide Note Surfaces
On Thursday night, an FIR (No. 156) was registered at Sector 11 Police Station, Chandigarh, invoking charges of abetment to suicide and sections under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. The FIR was based on Kumar’s detailed suicide note, which cited systematic harassment, reputation damage, and targeted humiliation by senior officers.
Wife Demands Arrests, Calls Suicide Note a ‘Dying Declaration’
Kumar’s wife, Amneet P Kumar, a 2001-batch IAS officer, met Chief Minister Nayab Singh Saini at her residence in Chandigarh on Thursday afternoon. During the 45-minute visit, she handed over a formal complaint demanding the suspension and arrest of all eight named officers.
In her letter, Amneet called for the suicide note to be treated as a dying declaration, urging the state to ensure a fair probe, protect the integrity of the investigation, and provide permanent security to her and their two daughters. She also alleged that the harassment faced by her husband amounted to mental torture, pushing him to take the extreme step.
The family has reportedly refused to conduct Kumar’s last rites until concrete action is taken.

DGP Likely to Be Sent on Leave
Sources close to the state government revealed that DGP Shatrujeet Singh Kapur may soon be placed on long leave, and discussions are underway to appoint an officiating DGP. This is seen as an attempt to ease growing unrest within the police ranks and restore public trust.
The suicide has sparked outrage across the police and civil services, with increasing calls for transparency, accountability, and a high-level independent investigation.
Who is Narendra Bijarniya?
Mr Bijarniya, an IPS officer of the 2015 batch, hails from Sikar district, Rajasthan. The son of a farmer and a homemaker, Bijarniya holds an engineering degree from MNIT Jaipur. Before joining the IPS, he worked with the Central Board of Excise and Customs (CBEC) between 2011–2014.
Bijarniya had previously served as SP in Nuh district and was known for his action-oriented fieldwork. During his training posting in Sirsa, Haryana, he led a critical operation that contributed to the killing of notorious gangster Anandpal Singh. His coordination with Rajasthan’s Special Operations Group (SOG) led to the arrest of Anandpal’s brothers and eventually the gangster’s encounter in Malasar village, Churu district.
However, now facing allegations linked to harassment claims made in Kumar’s suicide note, Bijarniya’s removal from Rohtak signals the state’s intent to defuse tensions and demonstrate responsiveness to the gravity of the accusations.
Public and Institutional Reaction Intensifies
The developments have sent ripples through Haryana’s administrative and law enforcement circles, raising concerns over mental health, internal accountability, and power hierarchies within the police service. Civil society and retired officers have called for an independent inquiry, possibly under the supervision of a sitting High Court judge, to ensure fairness and avoid internal bias.
