In a significant step to strengthen the export capabilities of the cooperative sector, the Ministry of Cooperation has established the National Cooperative Exports Limited (NCEL) as an umbrella organization under the Multi-State Cooperative Societies (MSCS) Act, 2002. This apex-level body is designed to provide a structured platform for cooperatives across the country to enhance their global footprint and tap into international markets more effectively.
The primary objective of NCEL is to facilitate the export of surplus goods and services produced by Indian cooperatives, ensuring they receive the best possible value in global markets. With a focus on building global demand for Indian cooperative products, the NCEL aims to become a one-stop organization for all export-related needs of cooperative societies, ranging from procurement, processing, storage, marketing, and branding to labelling, packaging, certification, research & development, and international trading of goods and services.

In addition to supporting exports directly, NCEL will assist cooperative societies by arranging finance, providing technical and market guidance, offering training and capacity building, and developing a robust market intelligence network. It will also implement relevant government export schemes and carry out any other functions deemed necessary to boost the cooperative export ecosystem.



Membership to NCEL is open to all multi-state cooperative societies, as well as any cooperative society registered under state laws or deemed registered in any Union Territory. This inclusive model ensures that cooperative organizations of all sizes and types across India can benefit from NCEL’s services.

To strengthen its international reach, the Ministry of Cooperation is actively coordinating with Indian Missions abroad. These missions have been asked to support NCEL by providing market availability information, identifying potential importers, and facilitating introductions and trade linkages in their respective countries.
Moreover, NCEL has taken proactive steps to build global alliances. It has signed several Memorandums of Understanding (MoUs) to promote cooperative exports through international cooperation. Key MoUs include:
- An MoU between the Ministry of Cooperation (India) and the Ministry of Small and Medium Enterprise Development (MoSMED) of the Republic of Zambia, aimed at fostering bilateral trade partnerships and creating platforms for cooperative collaboration.
- An MoU with the Ministry of Industry and Trade, Government of Senegal, to explore and promote export opportunities between cooperatives in both countries.
- A tripartite MoU involving Sinton Vantage Trading Pvt. Ltd. and PT Sinton Surini Nusantara from the Republic of Indonesia, focusing on building strategic trade partnerships in the Southeast Asian region.
These developments underline the government’s vision to transform India’s cooperative sector into a globally competitive force. By enabling cooperatives to access global markets, improve product quality, and streamline export processes, NCEL is poised to play a transformative role in realizing the government’s goal of inclusive and sustainable economic growth through cooperatives.
The announcement was made by Union Minister of Cooperation Mr. Amit Shah in a written reply in the Lok Sabha, reaffirming the Centre’s commitment to empowering cooperatives as an engine of economic development and export-led growth.
About NCEL
National Cooperative Export Limited (NCEL) is a newly established multi-state cooperative society aimed at boosting India’s agricultural exports. Approved by the Cabinet in 2023, NCEL empowers farmers by directly connecting them to global markets, eliminating middlemen. It focuses on exporting surplus produce like grains, spices, and processed foods, enhancing farmers’ income and strengthening India’s position in global agri-trade under the “Atmanirbhar Bharat” initiative.
