New Delhi – Senior Indian Railway Service of Engineers (IRSE) officer Shri Vivek Kumar Gupta, from the 1988 batch, officially assumed charge as General Manager of Western Railway on Friday, July 11, 2025.
Before this appointment, Shri Gupta served as Managing Director of National High Speed Rail Corporation Limited (NHSRCL), the agency driving India’s first bullet-train project.
Driving Gati-Shakti: A Central Role at Railway Board
He also functioned as Principal Executive Director / Gati-Shakti at the Railway Board, where he coordinated seven departments—Civil, Electrical, Signal & Telecom, Traffic, Finance, Planning, and Economic—ensuring integrated planning and execution of major rail projects, including station development under the PM Gati-Shakti initiative.
Veteran of Construction, Engineering & Operations
Shri Gupta has a decorated track record in both Western and Central Railway zones, having held positions such as:
- Chief Administrative Officer (Construction)
- Chief Track Engineer
- Chief Bridge Engineer
- Divisional Railway Manager (DRM)
In these roles, he oversaw vital infrastructure initiatives including new railway lines, gauge conversions, track doubling/multi‑tracking, traffic improvements, and bridge upkeep.

Spearheading Mumbai’s Railway Upgrade
As Chief Engineer at Mumbai Railway Vikas Corporation (MRVC), Shri Gupta played a leading role in the Mumbai Urban Transport Project (MUTP I, II & III)—a cumulative investment of around ₹20,000 crore—and initiated preparatory work for the ₹34,000 crore MUTP 3A expansion.
His responsibilities included liaising with international and state agencies, such as the World Bank, Asian Infrastructure Investment Bank (AIIB), MMRDA, CIDCO, and the Government of Maharashtra, to drive efficient project execution.
Looking Ahead: Leadership with Momentum
With his extensive technical and managerial expertise, Shri Gupta is poised to steer Western Railway’s ambitious infrastructure upgrades and Gati-Shakti-aligned projects. His appointment underscores Indian Railways’ focus on advanced planning, execution, and integrated development.
