New Delhi: In a key administrative development, the Ministry of Railways (Railway Board) has approved the deputation of Mr. Piyush Mittal, an officer of the Indian Railway Service of Signal Engineers (IRSSE), to the National High Speed Rail Corporation Limited (NHSRCL) for India’s prestigious Bullet Train project.
As per an official notification issued on December 24, 2025, Mr. Mittal will serve as Deputy Chief Project Manager (S&T) at Surat, an important location on the high-speed rail corridor.
Strategic Appointment for High-Speed Rail
Mr. Piyush Mittal, born on September 14, 1987, was previously working as Deputy CSTE/Project/JBP under the West Central Railway (WCR) in Jabalpur. His deputation to NHSRCL represents a transition from regional railway project responsibilities to a nationally significant infrastructure programme.
The Railway Board’s decision follows a proposal submitted by West Central Railway on August 29, 2025, along with subsequent communications received from NHSRCL earlier this month.

Role at Surat Hub
At NHSRCL, Mr. Mittal will handle Signalling and Telecommunications (S&T) responsibilities at the Surat section of the Bullet Train project. This role is considered critical as the project advances towards complex stages involving system integration, safety assurance, and trial readiness.
Terms and Conditions of Deputation
The deputation will be governed by standard government norms, including:
- Tenure: Five years or until further orders, whichever is earlier
- Pay and Allowances: Parent cadre pay along with deputation allowance as applicable
- Condition: Subject to government approval for exemption from the rule of immediate absorption in NHSRCL
The Railway Board has clarified that Mr. Mittal will be deemed automatically relieved upon completion of the deputation period unless a formal extension is approved in advance by the competent authority.
Administrative Directions Issued
The General Manager, West Central Railway, has been directed to relieve Mr. Mittal immediately to enable him to assume his new assignment without delay. The order also stresses compliance with Department of Personnel and Training (DoP&T) guidelines throughout the deputation period.
The notification was signed by Roshan Kumari Meena, Under Secretary (Deputation), Railway Board, and circulated to senior officials, including the Managing Director of NHSRCL and the Secretary, Railway Board.
Strengthening NHSRCL’s Technical Capability
The induction of an experienced IRSSE officer is expected to enhance NHSRCL’s technical leadership, particularly in the signalling domain. As the Bullet Train project enters crucial implementation phases, expertise in S&T systems is vital to maintaining global safety and performance standards required for high-speed rail operations.
