In a major initiative to boost India’s Science and Technology (S&T) ecosystem, NITI Aayog organized a workshop titled “Empowering State S&T Councils: Catalyzing Innovation for India’s Future.”

The event saw the participation of Dr. V.K. Saraswat, Member, NITI Aayog, Prof. Ajay Kumar Sood, Principal Scientific Adviser to the Government of India, Dr. Rajesh Gokhale, Secretary, Department of Biotechnology, Mr. S. Krishnan, Secretary, Ministry of Electronics and Information Technology, along with other senior officials from various scientific ministries and departments. Representatives from over 25 States and Union Territories also attended the discussions.
Addressing Key Challenges in S&T Councils
State S&T Councils are crucial in driving innovation and regional socio-economic development. However, challenges in R&D, patent facilitation, technology transfer, and resource allocation often limit their impact. The workshop served as a platform to identify strategies for overcoming these challenges and enhancing the effectiveness of these councils.
Discussions focused on:
- Governance structures and operational efficiency of State S&T Councils.
- Best practices from various states that have successfully leveraged innovation.
- The importance of monitoring and evaluation mechanisms to ensure efficiency.
Developing a Roadmap for Strengthening S&T Councils
A key outcome of the workshop was the formulation of a “Roadmap for Strengthening State S&T Councils.” This framework aims to:
- Enhance policy support for state councils.
- Improve governance mechanisms and funding structures.
- Strengthen industry-research linkages for innovation-driven growth.
- Encourage collaboration between councils, universities, R&D institutions, and private sector stakeholders.
This roadmap will help shape strategic reforms in India’s science and technology landscape, ensuring sustainable funding, infrastructure development, and a stronger innovation ecosystem at the state level.
