New Delhi: In a significant move towards strengthening India’s digital governance ecosystem, NITI Aayog and the National e-Governance Division (NeGD) signed a landmark Memorandum of Understanding (MoU) at the Viksit Bharat Strategy Room (VBSR) on Monday. The agreement marks a major step in advancing the vision of a digitally empowered and future-ready India.
The MoU aims to establish a unified framework for collaboration in information technology and digital services, bridging the gap between policy formulation and on-ground implementation.
Strengthening Digital Governance Through Collaboration
The partnership is designed to enhance institutional cooperation between NITI Aayog, the country’s premier policy think tank, and NeGD, the technical arm of the Ministry of Electronics and Information Technology (MeitY). By combining policy expertise with technical capabilities, the collaboration seeks to ensure faster, more efficient rollout of digital initiatives across sectors.
Officials noted that the agreement will help eliminate silos, enabling seamless coordination between decision-makers and implementation teams at the national and state levels.

- AI-Driven Governance: NeGD will support the enhancement of artificial intelligence capabilities within the Viksit Bharat Strategy Room, enabling real-time policy monitoring, predictive analytics, and data-driven decision-making.
- Digital Public Infrastructure (DPI): The partnership will strengthen platforms such as DigiLocker, UMANG, and API Setu, aligning them with NITI Aayog’s “NITI for States” initiative to improve service delivery and interoperability.
- Institutional Resource Sharing: The agreement promotes the exchange of IT frameworks, digital tools, and technical expertise between NITI Aayog and NeGD.
- Capacity Building: Specialized digital literacy and training programs will be developed for government officials to support evidence-based governance and effective use of advanced digital systems.
Viksit Bharat Strategy Room: The Digital Nerve Centre
The MoU was signed at the Viksit Bharat Strategy Room, a state-of-the-art, AI-enabled facility that serves as the digital nerve centre for governance planning. The VBSR provides immersive data visualization and advanced analytics across key sectors such as health, education, infrastructure, and social development.
With NeGD’s technical support, the VBSR is expected to evolve into a more powerful command and control centre, offering district-level insights to support the Viksit Bharat 2047 mission.
Impact on India’s National Digital Strategy
Experts believe the partnership will significantly reduce the lead time for launching new digital initiatives and improve coordination between central and state governments. The MoU reinforces the government’s vision of “Minimum Government, Maximum Governance” by backing policy goals with robust, world-class digital infrastructure.
