Bhuvneshwar: Odisha has taken a major step toward strengthening India’s defence manufacturing landscape.
The state government has approved a ₹17,250 crore Integrated Defence, Aerospace & Automotive Components Manufacturing Hub in Dhenkanal district.
This landmark investment aims to convert Odisha into a key manufacturing destination under Atmanirbhar Bharat, encouraging self-reliance in strategic industries and creating thousands of jobs.
Odisha Defence-Aero Mega Hub: Government Approval and Strategic Planning
The Odisha Cabinet, led by Chief Minister Mohan Charan Majhi, formally approved the proposal during its recent session. The project is part of Odisha’s wider industrial push supported by the Industrial Policy Resolution (IPR) 2022, which prioritizes high-value manufacturing in sectors such as auto components, aerospace and defence equipment.

The hub will be developed over approximately 1,100 acres at Gajamara in Dhenkanal district, marking one of the largest manufacturing investments in the region.
Odisha Defence-Aero Mega Hub: Who Is Leading the Initiative?
The project will be spearheaded by the Kalyani Group, a major Indian industrial conglomerate with deep experience in engineering and defence manufacturing.
Under this initiative, several core units will be established:
- A specialty steel plant by Kalyani Steels Ltd
- A super-alloy facility by Saarloha Advanced Materials Pvt Ltd
- An industrial components casting and forging unit by Bharat Forge and its subsidiaries
Together, these facilities will support a full downstream manufacturing ecosystem for materials and components critical to defence and aerospace applications.

This mega project is expected to have far-reaching effects on the state’s economic landscape:
- Job Creation – Around 4,800 direct jobs and 5,500 indirect jobs during early phases, with total employment potentially exceeding 20,000 as supporting vendor parks and ancillary businesses come online.
- Strategic Value Chain Development – Focuses on building downstream capabilities in titanium, specialty steel, and high-precision manufacturing, reducing dependence on imports for critical materials.
- Enhanced Competitiveness – Co-location of multiple units with dedicated vendor infrastructure is expected to improve productivity, enable shared logistics, and reduce costs.
Officials have highlighted that this move will transition Odisha from being primarily a raw material supplier to a technology-intensive manufacturing hub.
