Guwahati: In a major administrative development, the Assam government has extended the tenure of Dr. Ravi Kota (IAS: 1993: Assam-Meghalaya cadre) as the Chief Secretary of Assam for a period of six months beyond his scheduled superannuation on April 30, 2026.

The official notification, issued by the Department of Personnel, stated – “In pursuance of approval of the Government of India, Department of Personnel & Training, New Delhi and in the interest of public service, the services of Dr Ravi Kota, IAS (RR:1993), Chief Secretary to the Govt. of Assam, is extended for a period of 06 (six) months beyond the date of his superannuation, i.e., from 01/05/2026 to 31/10/2026.”

Appointment as Chief Secretary and Responsibilities

Dr Kota assumed office as the 51st Chief Secretary of Assam on January 17, 2024, succeeding Paban Kumar Borthakur, who retired on March 31, 2024. His appointment came despite superseding at least three senior IAS officers, highlighting the state government’s confidence in his leadership abilities.

As Chief Secretary, Dr Kota serves as the overall administrative head of the Assam government and the Secretary to the State Cabinet. He is responsible for policy formulation, implementation of government priorities, and coordination among various departments under the guidance of the Chief Minister and the State Cabinet.

Academic Excellence and Early Career

Born on April 12, 1966, in Andhra Pradesh, Dr Kota is a gold medalist in Ph.D. Agronomy from the Indian Agricultural Research Institute (IARI), New Delhi. He also holds M.Sc. and B.Sc. degrees in Agriculture from the Agricultural College, Bapatla, Andhra Pradesh.

Before joining the civil services, he briefly taught Political Science at Hindu College, enhancing his understanding of governance and administrative theory. He joined the Indian Administrative Service (IAS) in 1993 and underwent foundational training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie (1993–1995).

Government Leadership Across Four Levels

Dr Kota’s illustrious career spans district, state, central, and international levels, covering over 33 years of administrative service.

District-Level Administration in Assam

  • Assistant Commissioner: Jorhat (1994–1995)
  • Sub-Divisional Magistrate (SDM): Sivasagar and Gossaigaon
  • Deputy Commissioner (DC): Golaghat (1998–2000), Sivasagar (2000–2002), Jorhat (2002–2004)

During these postings, he managed flood relief, local developmental projects, and internal security, gaining hands-on experience at the grassroots level.

State-Level Leadership

  • Principal Finance Secretary (2014–2018): Navigated Assam through major fiscal transitions post-demonetization and the shift from VAT to GST. Managed internal resources, market borrowings, and external aid, while mobilizing private investment.
  • Principal Secretary, Urban Development: Oversaw the Guwahati Smart City Project and the JICA-funded water supply initiative, improving urban infrastructure in Assam.
  • Commissioner of Taxes (Sales Tax & GST): Served from 2014–2017, streamlining state taxation systems.

Central Government Roles

  • Joint Secretary, Fifteenth Finance Commission (2018–2020): Conducted fiscal analysis for all 28 states. Formulated policies for disaster management, air pollution control, and third-tier governance reforms.
  • Ministry of Home Affairs & Department of Personnel and Training (DoPT): Held senior roles contributing to internal security and administrative policy frameworks.

International Experience – United States

  • Minister (Economic), Indian Embassy, Washington D.C. (2020–2023): Represented the Ministry of Finance, Government of India.
  • Managed India-US bilateral finance, investment, and economic relations during the COVID-19 recovery and Trump-Biden administration transition.
  • Engaged with US officials and clean energy industries as part of the US-India Clean Energy and Climate Partnership 2030.
  • Worked closely with the World Bank and IMF during India’s G20 leadership in 2023.
  • Traveled approximately 40,000 miles by road across the US over three years, strengthening investment and diplomatic ties.
