Mumbai: Dr. Dulal Halder has officially assumed charge as Director (Operations) of ONGC Videsh Ltd., India’s largest international upstream oil and gas company. With a presence in 15 countries worldwide, ONGC Videsh has a diversified portfolio of projects, spanning exploration, production, and strategic partnerships in the global energy sector.

Distinguished Career in Energy Sector

A veteran energy professional, Dr. Halder brings over three decades of experience across domestic and international upstream operations, business development, mergers and acquisitions, project management, and corporate strategy. He began his career with ONGC as a Production Engineer at the Mumbai High offshore asset, where he played a critical role in the first-ever redevelopment plan of Mumbai High North and South. His efforts in delivering feasibility studies and securing timely investment approvals were instrumental in enhancing the productivity of this flagship national asset.

Pioneering International Expansion

In 2001, Dr. Halder was selected to strengthen ONGC Videsh’s overseas expansion. Under his leadership, the company grew from a single exploration block in Vietnam to a robust portfolio of 35 international projects. Overseas production reached a peak of 14.98 MMT by 2020. He has successfully led landmark international transactions across countries including Sudan, Nigeria, Qatar, Angola, Kenya, Gabon, Ecuador, New Zealand, Canada, Malaysia, and Russia. Notably, he played a pivotal role in India’s first overseas equity oil acquisition from Canada’s Talisman Energy in 2003.

Leadership Roles and Achievements

Dr. Halder has held several senior leadership positions, including Senior Vice President (Strategy & Corporate Planning), Vice President (International Acquisitions & Business Development), Country Manager (Nigeria), and Executive Officer to the MD & CEO. He has managed deep-water drilling operations, negotiated high-value global deals, and forged strategic alliances with leading international energy companies.

In India, he has overseen major onshore and offshore projects, particularly in Mumbai Offshore and Assam, driving initiatives in redevelopment, capacity augmentation, and technology adoption. His contributions have been recognized with the ONGC Chairman’s Award and multiple ONGC Videsh CEO Awards.

Academic Credentials and Thought Leadership

Dr. Halder is widely regarded as a thought leader in energy security and policy. He holds a B.Tech from IIT-ISM Dhanbad, an MBA from NMIMS Mumbai, and a Ph.D. in Energy Management from UPES Dehradun. Additionally, he has completed advanced management programs at top international institutions, further strengthening his global business acumen.
