NRL and ONGC Sign Crude Oil Sale Agreement to Secure Long-Term Energy Supply for North East India

ONGC to continue meeting nearly 30% of Numaligarh Refinery’s crude requirement under COSA signed on December 17, strengthening regional energy security.

Guwahati / New Delhi: Numaligarh Refinery Limited (NRL) and Oil and Natural Gas Corporation (ONGC) have formally signed a Crude Oil Sale Agreement (COSA) on December 17, 2025, marking a significant step toward strengthening the crude oil supply chain in North East India. The agreement was executed at NRL’s registered office in Guwahati, in the presence of senior officials from both organizations.

Formalising Crude Supply from North East Fields

The COSA was signed by Mr. Pratul Saikia, Senior Chief General Manager (Finance) and Chief Risk Officer (CRO) of NRL, and Mr. H.M. Patwardhan, Chief General Manager (Marketing) of ONGC. The agreement aims to formalize and streamline the commercial framework governing the sale and purchase of crude oil supplied from ONGC’s nominated oil fields in the North East region to NRL.

This strategic arrangement ensures clarity in pricing, supply terms, and operational coordination, thereby strengthening the long-term partnership between the two public sector enterprises.

ONGC Meets a Major Share of NRL’s Crude Requirement

ONGC currently supplies nearly 30 per cent of NRL’s total crude oil requirement, making it a key contributor to the refinery’s operations. The agreement reinforces this critical supply relationship, ensuring uninterrupted crude availability for NRL’s refining activities.

Boost to Regional Energy Security

By securing a stable and structured crude oil supply from domestic fields, the COSA significantly enhances long-term energy security for North East India. The agreement supports regional energy infrastructure, reduces supply uncertainties, and contributes to the efficient utilization of locally produced crude oil.
