According to data tabled in Parliament, at least 46.15 per cent of the 1,653 individuals inducted into the Indian Administrative Service (IAS) and Indian Police Service (IPS) between 2018 and 2022 were from the general category. This includes a total of 763 officers, comprising 382 IAS and 381 IPS officers. Meanwhile, 29.4 per cent of the inductees were from the Other Backward Classes (OBCs), totaling 486 officers (243 in IAS and 243 in IPS).
The data, shared by Jitendra Singh, Minister of State for Personnel, in response to questions raised by DMK MP P Wilson, also revealed the breakdown of appointees from Scheduled Castes (SCs) and Scheduled Tribes (STs). 16.33 per cent (270 officers) of inductees were from Scheduled Castes, while 7.83 per cent (134 officers) belonged to Scheduled Tribes.
Breakdown of Inductions (2018-2022):
- General Category: 763 officers (382 IAS, 381 IPS) – 46.15% of total inductees

As of January 1, 2024, official records show the following vacancy details:
- IAS: Authorized strength of 6,858 posts, with 5,542 filled. A total of 1,316 vacant posts, including 794 direct recruitment vacancies and 522 promotion vacancies.
- IPS: Authorized strength of 5,055 posts, with 4,469 filled. A total of 586 vacant posts, including 209 direct recruitment vacancies and 377 promotion vacancies.
Inductions in 2022:
- IAS: 75 general category, 45 OBCs, 29 SCs, 13 STs.
- IPS: 83 general category, 53 OBCs, 31 SCs, 13 STs.
Karnataka’s Vacancy Status:
- IAS: Out of 314 sanctioned posts, 273 are filled, leaving 41 vacancies.
- IPS: Out of 224 sanctioned posts, 193 are filled, leaving 31 vacancies.
Indian Forest Service (IFS) Data:
For Indian Forest Service (IFS) appointments between 2018 and 2024, the category-wise breakdown is as follows:
- General Category: 246 officers
- OBCs: 283 officers
- SCs: 115 officers
- STs: 58 officers
Notably, in IFoS, the number of OBC officers appointed (283) exceeded the general category officers (246).
- Sanctioned posts in IFoS: 3,193 total, with only 2,151 currently filled, indicating a significant gap in staffing.
This data underscores the ongoing effort by the government to fill vacancies across various services, while also ensuring diversity and representation from different categories in key administrative and law enforcement roles.
