New Delhi: The Railway Board has conveyed the sanction of the President of India for the appointment of Pawan Kumar Rai as Director (Project Planning) at Dedicated Freight Corridor Corporation of India Limited (DFCCIL). The order has been issued with the concurrence of the Finance Directorate of the Ministry of Railways.
His appointment strengthens the leadership team at DFCCIL, a key infrastructure arm of Indian Railways responsible for developing dedicated freight corridors across the country.
Tenure and Performance Review
Mr. Pawan Kumar Rai’s appointment is effective from January 29, 2026 (Afternoon) and will continue until November 30, 2028, which is the date of his superannuation, or until further orders — whichever is earlier.
Key tenure conditions include:
- Performance review after completion of the first year
- Continuation for the remaining tenure subject to satisfactory performance
- Either side may terminate the appointment with three months’ notice or payment of three months’ salary in lieu thereof
This structured review mechanism ensures accountability and performance-based leadership continuity.

Salary Structure and Pay Scale
As Director (Project Planning), Pawan Kumar Rai will receive compensation as per Department of Public Enterprises (DPE) guidelines.
Basic Pay
- ₹2,22,610 per month
- In the ₹1,80,000–3,40,000 (2017 IDA Pay Scale)
Dearness Allowance (DA)
- As per the revised IDA scheme
Annual Increment
- 3% of basic pay annually
- Stagnation increments applicable subject to performance rating of “Good” or above
Perks and Allowances
- HRA and perks as per DPE Office Memorandums dated 03.08.2017 and 04.08.2017
- Total perks capped at 35% of basic pay
- Eligible for Performance Related Pay (PRP) as per Government norms
- Superannuation benefits as per approved DPE schemes
The compensation package aligns with standard Board-level executive pay norms in central public sector enterprises.
Headquarters and Official Facilities
- Headquarters: New Delhi
- Liable to serve anywhere in India based on DFCCIL’s operational requirements
He will be entitled to:
- Company-owned/leased/self-lease residential accommodation as per DPE rules
- Staff car facility for official and limited private use, subject to monthly kilometer ceilings and prescribed recovery charges
These facilities are in line with benefits extended to Board-level executives in public sector enterprises.
Conduct Rules and Post-Retirement Clause
The Conduct, Discipline and Appeal Rules applicable to below Board-level executives will apply to him, with the President of India acting as the Disciplinary Authority in his case.
Additionally, post-retirement restrictions include:
- He cannot accept employment for one year in firms having business dealings with DFCCIL without prior Government approval.
This clause ensures transparency and safeguards against potential conflicts of interest.
