New Delhi: In a key administrative development, three officers from different civil services have been appointed as Deputy Secretaries in the Department of Defence, Ministry of Defence, New Delhi. The Department of Personnel and Training (DoPT) issued separate orders to this effect on Wednesday (November 12, 2025).
Appointments Across Services
According to the orders, Pawan Kumar (IA&AS:2014), who was recommended for central deputation by the Office of the Comptroller and Auditor General of India, has been appointed as Deputy Secretary in the Department of Defence.
Similarly, Vikas Khera (IRTS:2014), recommended for central deputation by the Ministry of Railways, has also been appointed to the same position.
In addition, Rahul Raja (IRS-C&IT:2014), who was recommended by the Department of Revenue, has been posted as Deputy Secretary in the Department of Defence.
Four-Year Tenure Approved
As per the DoPT notifications, all three officers will serve in their respective roles for a period of four years from the date they assume charge of their new posts or until further orders, whichever is earlier.
The orders also direct the respective ministries and departments to relieve the officers immediately so they can join their new assignments in the Department of Defence without delay.
Strengthening Administrative Cadre in Defence Ministry
The appointments come amid a broader effort to strengthen inter-service collaboration and administrative efficiency within the Ministry of Defence. With officers from the Indian Audit and Accounts Service, Indian Revenue Service, and Indian Railway Traffic Service joining its cadre, the ministry aims to bring a diverse pool of experience and expertise into defence administration.
