Chandigarh: The Punjab government on Friday issued fresh transfer and posting orders involving three senior Indian Administrative Service (IAS) officers and one Punjab Civil Services (PCS) officer, reshuffling key administrative responsibilities in the state.
The latest changes are aimed at strengthening governance and ensuring effective leadership across strategically important departments.
Sirra Karuna Raju Appointed Principal Resident Commissioner in New Delhi
Senior IAS officer Mr Raju (IAS, 1998 batch), who was earlier available for posting, has been appointed as the Principal Resident Commissioner, Punjab Bhawan, New Delhi.
He takes over the charge from Shri Varun Roojam, IAS, who has been relieved of the additional responsibility. The posting places Shri Raju in a crucial liaison role between the Punjab government and the central administration.
Gurkirat Kirpal Singh Gets Multiple Strategic Portfolios
In a major administrative decision, Mr Singh (IAS, 2001 batch), who was also awaiting posting, has been entrusted with multiple key departments considered vital for the state’s social and economic development.
He has been appointed as:
- Administrative Secretary, Social Security, Women & Child Development, replacing Shri Vikas Pratap, IAS
- Administrative Secretary, Industries and Commerce
- Administrative Secretary, Investment Promotion
- Administrative Secretary, Promotion of Information Technology Industry, replacing Shri Kamal Kishor Yadav, IAS
The allocation of multiple portfolios underlines the government’s emphasis on coordinated policymaking across social welfare, industrial growth, investment facilitation, and IT sector development.
Harsuhinder Pal Singh Brar Given Additional Charge of Punjab INFOTECH
Mr Harsuhinder (IAS, 2020 batch), currently serving as Director, Higher Education, Punjab, will continue in the same role and has been given additional charge as Managing Director of Punjab Information and Communication Technology Corporation Limited (Punjab INFOTECH).
The move is expected to strengthen digital governance initiatives and enhance technology-driven reforms in the education and administrative sectors.
PCS Officer Anand Sagar Sharma Posted as ADC (Rural Development), Gurdaspur
In the PCS cadre, Mr Sharma (PCS, 2012 batch), who was serving as Joint Secretary, Social Security, Women and Child Development, has been posted as Additional Deputy Commissioner (Rural Development), Gurdaspur.
His new role will focus on implementing rural development programmes and strengthening grassroots governance in the district.

Officials said the latest transfers reflect the Punjab government’s ongoing efforts to optimise administrative efficiency, improve service delivery, and align leadership with evolving governance priorities.
