HOSHIARPUR: Punjab Chief Minister Bhagwant Singh Mann on Tuesday unveiled a ₹516 crore development package in Hoshiarpur, focusing on healthcare expansion, infrastructure development, and welfare schemes. Speaking at a state-level event in the Sham Chaurasi assembly segment, CM Mann highlighted the launch of major projects aimed at improving medical services, road connectivity, and grassroots development.
Shaheed Udham Singh State Institute of Medical Sciences to Transform Healthcare
The Chief Minister announced the construction of the Shaheed Udham Singh State Institute of Medical Sciences in Hoshiarpur, with a projected completion timeline of two years. The new medical college will:
- Train 100 MBBS doctors annually
- Include a 300-bed hospital with OPD, MRI, CT scan, and specialized departments
- Provide advanced healthcare facilities for the region
CM Mann emphasized that the project will establish Hoshiarpur as a hub of medical education and quality healthcare in Punjab.
Community Health Initiatives and Last-Mile Medical Access
Strengthening primary healthcare, CM Mann laid the foundation of a 30-bed Community Health Centre in Sham Chaurasi, equipped with:
- Modern operation theatre and laboratory
- X-ray and vaccination facilities
- Maternal care services
The Centre is expected to benefit over 40 villages. Additionally, the CM announced seven new Health and Wellness Centres to expand healthcare access across the constituency.
Major Infrastructure Push: Balachaur–Garhshankar–Hoshiarpur–Dasuya Road Project
CM Mann also inaugurated the ₹99 crore, 105 km road project connecting Balachaur, Hoshiarpur, and Dasuya, linking Chandigarh to Pathankot and Jammu & Kashmir. The project aims to:
- Reduce travel time between Jammu and Delhi
- Improve connectivity for devotees visiting Anandpur Sahib, Mata Naina Devi, and Mata Jwala Ji
- Boost regional trade and transport efficiency
Government Achievements and Welfare Schemes Highlighted
In his address, CM Mann emphasized the AAP government’s commitment to fulfilling its People’s Manifesto, claiming that previous regimes had neglected Punjab’s development for over 70 years. Key achievements highlighted included:
- Uninterrupted farm electricity supply for over 8 hours during paddy season
- Launch of Mukh Mantri Sehat Yojna, providing health cards to 65 lakh families with free treatment coverage up to ₹10 lakh
- Free electricity to 90% of households
- Jobs to over 65,000 youth
- Closure of toll plazas saving ₹70 lakh daily
- Infrastructure upgrades in roads, schools, and hospitals
- Anti-drug flagship program Yudh Nashean Virudh
Women Empowerment and Social Welfare Initiatives
CM Mann announced the Mawan Dheeyan Satkar Yojna, under which:
- Women will receive ₹1,000 per month, and SC women ₹1,500 per month
- Funds will be directly transferred to beneficiaries’ bank accounts
- 97% of women in Punjab are expected to benefit, with a total budget allocation of ₹9,300 crore
CM Mann Targets Opposition Parties
Addressing political rivalries, CM Mann criticized Congress and Akali Dal leaders, accusing them of corruption, misrule, and exploiting religion for vested interests. He cited historical examples and highlighted alleged neglect of public welfare during previous regimes.

The event was attended by Cabinet Minister Dr. Ravjot, Lok Sabha MLA Dr. Rajkumar Chabbewal, and other senior officials. Their presence underscored the state government’s commitment to implementing large-scale development projects efficiently.
