New Delhi: In a remarkable acknowledgment of his international expertise and professional excellence, Raghav Gupta, a 2012 batch Indian Revenue Service (IRS) officer, has been formally commended by the Organisation for Economic Co-operation and Development (OECD) for his contribution as an expert instructor in a series of global training programmes aimed at combating tax and financial crimes.
Speaking with Indian Masterminds, Mr Gupta said, “It’s a feeling like no other to be able to share the principles, knowledge, experience, innovation, and efforts of my Income Tax family on the global stage and to help government officials across the world in financial and tax investigations.”
A Trusted Global Expert for OECD Academies
Mr Gupta has played a critical role in OECD’s international efforts to build capacity among tax enforcement officers across the world. As part of the OECD’s prestigious International Academy for Tax and Financial Crime Investigation, he was selected as an expert instructor for the following key programmes-
- Conducting Financial Investigations (Foundation) – Virtual Programme, OECD International Academy, Ostia, Italy (7–18 February 2022)
- Conducting Financial Investigations (Pilot) – South Asia Academy, New Delhi, India (20–31 January 2025)
- Managing Financial Investigations (Intermediate) – Virtual Programme, Latin America Academy, Buenos Aires (2–11 June 2025)

Specialized Expertise in Beneficial Ownership and International Cooperation
Mr Gupta was specifically recognized for his high-impact delivery of technical modules on Beneficial Ownership and International Cooperation – two critical components in the global effort to combat illicit financial flows.
According to the OECD, participants gave exceptional feedback on his sessions, praising both the content and his engaging delivery style, which significantly enriched the learning experience.

Pioneering Representation for India
Highlighting his trailblazing role, the OECD noted that IRS Gupta is the first Indian expert to be included in the international cadre of specialist instructors at the Academy. This recognition not only marks a personal milestone but also represents a major stride for India’s visibility in global tax enforcement networks.
Further strengthening this position, he is set to make history once again as the first Indian instructor to deliver training at the upcoming OECD Cash Economy Speciality Course, scheduled to take place in Nairobi, Kenya from 27–31 October 2025.

OECD’s Expanding Global Tax Crime Academy
Since its inception in 2013 in Ostia, Italy, the OECD Tax Crime Academy has become a global hub for training enforcement officials. Over 3,000 participants from more than 170 jurisdictions have benefited from its programmes, which are now delivered through regional centers in Africa, Asia-Pacific, and Latin America.
The success of these programmes relies heavily on a trusted network of global instructors like Mr Gupta, who bring real-world experience and advanced knowledge into the classroom.
