New Delhi: The Railway Board has approved the deputation of senior Indian Railway Accounts Service (IRAS) officer Mr. Jai Bhagwan Singh to Rail Vikas Nigam Limited (RVNL) as Joint General Manager (Finance) at Chandigarh.
As per an official order issued by the Ministry of Railways, Mr. Singh, who is currently serving as Deputy FA&CAO (Pension), Northern Railway, will join RVNL on deputation with effect from December 31, 2025.
Deputation Tenure and Posting Details
The deputation will remain in force until November 30, 2029, which coincides with the officer’s date of superannuation, or until further orders, whichever is earlier.
The appointment is subject to RVNL being exempted from the immediate absorption rule, in accordance with prevailing government norms.
Pay, Allowances and Financial Entitlements
During the deputation period, Mr. Jai Bhagwan Singh will:
- Continue to draw pay and allowances of his parent Railway cadre
- Be eligible for deputation (duty) allowance as per DoPT guidelines and applicable Railway Board instructions, as amended from time to time
Service Conditions and Medical Facilities
The officer will continue to be governed by Railway rules relating to:
- Leave
- Retirement benefits
- Group insurance
- Railway passes
Medical facilities may be availed either from the borrowing organisation (RVNL) or under the Railway Medical System, subject to prescribed contributions.
Travel Rules and Repatriation Conditions
- Joining and repatriation journeys will be governed by Railway Travelling Allowance rules
- Official travel during deputation will be regulated as per RVNL norms
The Railway Board has also clarified that if the officer fails to return to the Railways within one month of completing the deputation, it will be deemed as resignation from Railway service. Vigilance clearance for the entire deputation period must be submitted at the time of repatriation.
Strategic Importance of the Deputation
The deputation of a senior IRAS officer to RVNL is seen as a move to strengthen the PSU’s financial management, particularly as RVNL continues to execute large-scale railway infrastructure and project development works across the country.
