New Delhi: The search for a new Member (Infrastructure) in the Railway Board is entering its final stages, as the selection committee focuses on strategic succession planning for India’s rail network—the fourth-largest in the world.
The post has remained vacant since 1 October 2025, following the retirement of Naveen Gulati. Currently, Railway Board Chairman and CEO Satish Kumar holds the additional charge of the Infrastructure portfolio.
Significance of the Member (Infrastructure) Role
The MI position is critical as the Indian Railways accelerates two major initiatives:
- Kavach Anti-Collision System Rollout: A high-tech safety mechanism aimed at reducing rail accidents.
- Amrit Bharat Station Redevelopment Projects: Modernization of railway stations across the country to meet international standards.
Both initiatives fall under the purview of the Infrastructure Member, highlighting the importance of filling the post with a capable and forward-looking leader.
The Contenders: A 1988-Batch Face-Off
Sources indicate that four senior officers from the 1988 batch, currently serving as General Managers (Apex Scale) of various zones, were recently called for high-level discussions:
- Vivek Kumar Gupta (IRSE) – GM, Western Railways
- Parmeshwar Funkwal – GM, East Coast Railway (Bhubaneshwar)
- Tarun Prakash – GM, South East Central Railway (Bilaspur)
- Shailesh Gupta – GM, Production Unit
Among them, Vivek Kumar Gupta, known for his strong administrative capabilities and strategic vision, is widely regarded as the front-runner for the key Infrastructure post.
Strategic Succession Planning in Focus
Officials suggest that the selection process is not merely about filling a vacancy but crafting a leadership roadmap for the Indian Railways.
- Short-term: Immediate management of ongoing Infrastructure projects.
- Long-term: Succession planning for the Chairman and CEO post, currently held by Satish Kumar, who is expected to complete his extended tenure in August 2026.
A key source indicated that Vivek Kumar Gupta is being projected as the primary choice for Member (Infrastructure) with an eye on his eventual elevation to CRB in eight months.
This move is expected to trigger a “domino effect”, where one of the remaining three contenders could later be promoted to the Member (Infrastructure) position vacated by Gupta.
