The Rajasthan High Court has summoned IAS officer Bhawani Singh Detha, former college commissioner Shuchi Tyagi, and joint director of higher education for failing to implement a court order granting Career Advancement Scheme benefits to a college lecturer for three years. Justice Umashankar Vyas, hearing a contempt petition filed by Dr. DC Doodi, directed the officials to appear in person, express regret, and assure compliance with judicial directives in the future.
The court noted that the officials acted only after strict intervention, implementing the order within 18 hours—something they could have done earlier without legal pressure. Justice Vyas emphasised that senior public servants have greater responsibilities, and inaction leading to contempt of court is unacceptable. He warned that failure to comply with court orders could result in penalties.
Petitioner’s lawyer, Ajay Chaudhary, argued that while implementing the Career Advancement Scheme, authorities failed to count the petitioner’s service in another state. The High Court had ruled in the petitioner’s favour on May 5, 2022, and the state government did not obtain relief from the Supreme Court in September 2023. Despite this, the directive was ignored until the contempt petition forced action.
