Rajasthan cadre IPS officer Mr. Pankaj Chaudhary (2009-batch) has made headlines by filing a formal complaint against senior IPS officer Mr. Sanjeev Kumar Narzary, a 1996-batch officer, alleging deliberate downgrading of his performance evaluation.
In his complaint, Mr. Chaudhary has accused Mr. Narzary, who currently holds the rank of Additional Director General (ADG), of intentionally assigning him a lower grade out of a “personal grudge.” He stated that the officer’s actions appear to be rooted in malice, adding, “This is not the political field. When there is clear evidence of an officer’s performance, such targeted grading cannot be justified.”
Consistent High Ratings in Other Years
Mr. Chaudhary has been serving as the Superintendent of Police (Community Police) since October 2022. In the 2022–23 performance year, his controlling officer, ADG Vishal Bansal (1998-batch IPS officer), rated his work as excellent, assigning a grade of 9.11, which was later accepted by the Director General of Police (DGP) as well.
However, in 2023–24, when Mr. Narzary became his controlling officer, the grading dropped significantly to 7.00, sparking controversy. Mr. Chaudhary has described this sharp decline as a malicious act, especially considering that in the subsequent 2024–25 review, his grade again rose to 9.27—reflecting consistently strong performance both before and after the disputed period.
Mr. Chaudhary claims the sudden and isolated dip in his rating, sandwiched between two years of high scores, is not only unjustified but malicious. He has sought redressal through appropriate channels, emphasizing that such actions undermine transparency and fairness in the police appraisal system.
The matter is now under review, and further developments are awaited.
