Kolkata: The Election Commission of India has appointed IPS officer Saravana Vivek M as the Police Observer for the upcoming West Bengal Assembly Elections 2026. The appointment, announced through an official notification, entrusts him with overseeing police arrangements during the two-phase polling process in the state.
Appointment Under Constitutional Provisions
According to the notification issued on Sunday, the appointment has been made under the powers conferred by Article 324 of the Constitution of India and Section 20B of the Representation of the People Act, 1951.
The Commission stated that Saravana Vivek M will function under its “control, superintendence and discipline”throughout his tenure. He will also be on deputation to the Election Commission for the duration of his assignment.
Role and Responsibilities During Polls
As Police Observer, Vivek will supervise security arrangements and law enforcement preparedness during the elections. He will be stationed at the office of the Chief Electoral Officer in Kolkata and will regularly submit reports and inputs to the Commission as per its directives.
His tenure will begin immediately from the date of appointment and will continue until the completion of the electoral process.
The West Bengal Assembly elections are scheduled to be held in two phases on April 23 and April 29, with counting of votes on May 4.

After multiple attempts, he successfully cleared the UPSC Civil Services Examination, marking a transition from healthcare to public service in law enforcement.

Over the years, Vivek has held important positions in Odisha, including serving as Superintendent of Police (SP) in Rayagada and Berhampur. He is currently recognized for his action-oriented and community-focused policing approach.
