SCOPE Organises Interactive Workshop on Labour Codes Implementation for Over 40 Public Sector Enterprises

Government and industry experts provide guidance on new labour laws, aiming to strengthen compliance, worker welfare, and capacity building across India’s public sector

New Delhi: The Standing Conference of Public Enterprises (SCOPE), with the support of the Ministry of Labour & Employment (MoLE), Government of India, organised a high-level Interactive Workshop on the Implementation of Labour Codes for Public Sector Enterprises (PSEs). The event, attended by over 160 participants from more than 40 PSEs, focused on demystifying the provisions of the newly introduced Labour Codes and guiding PSEs on their practical implementation.

Inaugural Session Highlights

The inaugural session featured addresses from key dignitaries:

  • Dr. Mahendra Kumar, Joint Secretary, MoLE
  • Mr. K.P. Mahadevaswamy, Chairman, SCOPE & CMD, NBCC
  • Mr. Atul Sobti, Director General, SCOPE

Dr. Mahendra Kumar described the new Labour Codes as a historic milestone for worker welfare, highlighting their objectives and key provisions. He praised SCOPE’s role in creating a platform for collaborative dialogue, helping diverse stakeholders understand the reform measures.

Mr. K.P. Mahadevaswamy emphasized that the reforms represent a significant leap for India, creating a labour ecosystem that is transparent, trust-based, and globally aligned while ensuring social justice. He underlined SCOPE’s commitment to supporting PSEs in knowledge dissemination and capacity building to facilitate a smooth transition to the new framework.

Mr. Atul Sobti lauded the Labour Codes and highlighted the pivotal role of the Public Sector in ensuring effective implementation. He reaffirmed SCOPE’s commitment as a key integrated partner in spreading awareness and understanding of the codes through specialized programs across the country.

Expert Presentations and Panel Discussions

The inaugural session also featured a presentation by Knowledge Partner Ernst & Young, which provided detailed insights into the specific provisions of the Labour Codes.

Following this, a panel discussion brought together experts from government and industry to offer practical guidance:

  • Ms. Richa Sharma, Director, MoLE
  • Dr. Onkar Sharma, Former Chief Labour Commissioner
  • Mr. Ayush Gupta, Director (HR), GAIL
  • Mr. K.K. Singh, Director (Personnel), SAIL

The panelists discussed implementation strategies, compliance challenges, and ways to streamline processes under the new labour framework, providing PSE representatives with actionable insights.

Significance of the Workshop

The workshop was designed to enhance awareness and understanding of the Labour Codes among PSEs, ensuring that public sector organisations are well-equipped to implement reforms in a compliant and worker-friendly manner. The event underscored the importance of collaborative engagement between government authorities, industry experts, and public enterprises in building a modern and efficient labour ecosystem.
