Nearly a month after their appointment as secretaries to Delhi Chief Minister Ms. Rekha Gupta, IAS officers Mr. Vikas Anand (2002-batch, AGMUT cadre) and Dr. Madhu Rani Teotia (2008-batch, AGMUT cadre) have now been formally allocated responsibilities. The division of work reflects their respective professional strengths and administrative backgrounds.

Mr. Vikas Anand, who was recently repatriated to the AGMUT cadre after a brief stint as CEO of the National Land Monetization Corporation (NLMC), has been entrusted with departments that involve fieldwork, infrastructure, and critical public-facing services. His assigned portfolios include Public Works Department, Legislative Affairs, Irrigation & Flood Control, Water, Gurudwara Elections, Home, Power, Urban Development, Education, Higher Education, Training & Technical Education, Industries, Food & Supplies, Environment, Forest & Wildlife, Health & Family Welfare, Transport, and Information Technology.

On the other hand, Dr. Madhu Rani Teotia has been allocated departments that are predominantly focused on policy formulation, internal administration, compliance, and social welfare. Her list of responsibilities comprises General Administration, Services, Finance, Revenue, Women and Child Development, Land and Building, Information and Public Relations, Vigilance, Administrative Reforms, Planning, Social Welfare, Welfare of SC & ST, Cooperative, Elections, Law & Justice, Labour, Employment, Development, Art, Culture & Languages, and Tourism.

This structured allocation aims to leverage Mr. Anand’s field experience and operational expertise, while Dr. Teotia will focus on institutional governance, planning, and social sector reforms—ensuring balanced and efficient functioning of the Chief Minister’s Office.
