New Delhi: In a rare development in India’s public sector landscape, Sipan Kumar Garg, Director (Finance) at THDC India Limited, has taken charge of the finance portfolio in three major PSUs—THDC, SJVN, and NHPC. This unprecedented triple assignment underlines his growing leadership role in the power sector.
Unprecedented Triple Charge
On August 29, 2025, the Ministry of Power issued an order assigning Garg the additional charge of Director (Finance) at SJVN Limited from September 1, 2025. The tenure will last three months or until a regular appointee assumes the role, whichever is earlier.
On the same day, Garg also took over the additional charge of Director (Finance) at NHPC Limited, India’s premier hydropower company and a Navratna PSU. Alongside these roles, he continues to serve as Director (Finance), Chief Financial Officer, and Key Managerial Personnel at THDC India Limited.
A Strong Academic Foundation
Garg is among the few finance leaders in India with an expansive academic background. He is a B.Com (Hons.) graduate, Chartered Accountant (CA), Cost Accountant (CMA), Company Secretary (CS – rank holder), and a Law Graduate (LL.B.). His multi-disciplinary qualifications equip him with rare versatility in financial and corporate governance.

Extensive Professional Experience
With over 23 years of experience in finance, taxation, and commercial operations, Garg has worked across multiple NTPC Group companies. He served as Chief Financial Officer of Aravali Power Company Private Limited and Patratu Vidyut Utpadan Nigam Limited. At NTPC, he played critical roles in the Corporate Accounts Group and the Koldam Hydro Power Project.
Recognitions and Achievements
Garg’s leadership has earned him national recognition. In 2024, he was honoured as the Visionary CFO of India at the National Economic Growth Summit. The Institute of Cost Accountants of India (ICMAI) also awarded him a Certificate of Appreciation for his contributions to THDC and his efforts in advancing the CMA profession.
