Hyderabad: The Telangana High Court has dismissed a petition challenging the promotion process of state police officers to the Indian Police Service (IPS), ruling that the selection committee had acted fairly and within its mandate. The decision upholds the earlier order of the Central Administrative Tribunal (CAT), Hyderabad.
LS Chowhan’s Petition
The petition was filed by LS Chowhan, a state police officer who had served as Deputy Superintendent of Police (DSP) and later as Superintendent of Police (SP). Chowhan argued that the withholding of his integrity certificate by state authorities negatively affected his chances of being included in the IPS selection list for the panels of 2009-A and 2010.
He also alleged bias and procedural irregularities in the functioning of the IPS selection committee, claiming that these factors had unfairly influenced the outcome.

Court’s Observations on Selection Process
The bench of Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin rejected Chowhan’s claims. The court emphasized that the selection committee evaluates officers based on their service records and annual confidential reports (ACRs).
Chowhan had been graded “good”, while several other officers competing for the same vacancies were graded “very good.” The court noted that this difference in grading was sufficient reason for his exclusion, given the limited number of vacancies in the IPS selection process.
Integrity Certificate and Allegations of Bias
The court found no evidence of bias in the committee’s proceedings. It further stated that the non-issuance of the integrity certificate did not impact the committee’s independent assessment of officers’ suitability for promotion.
In its judgment, the court reiterated that the selection panel’s mandate is to objectively evaluate officers and that procedural requirements had been followed appropriately.
Upholding the Central Administrative Tribunal’s Decision
By dismissing Chowhan’s petition, the Telangana High Court upheld the CAT’s earlier ruling, confirming that the IPS promotion process was fair, transparent, and in accordance with established norms.
The decision serves as a reinforcement of the integrity of the IPS selection process and the independence of the committees responsible for evaluating state police officers for central deputation.
