THDC India Limited (THDCIL), a premier public sector power company, has successfully commenced the Commercial Operation Declaration (COD) process of the first 250 MW unit of the 1,000 MW Variable Speed Pumped Storage Plant (PSP) at Tehri, Uttarakhand. This project marks a major breakthrough in India’s renewable energy sector as the country’s first Variable Speed PSP and the largest of its kind executed by a Central Public Sector Enterprise (CPSE).

The inauguration ceremony was virtually officiated by Mr. Manohar Lal Khattar, Union Minister of Power, Housing and Urban Affairs. He hailed the project as a bold step toward energy self-reliance, grid stability, and smarter power management, underlining its significance in enabling the smooth integration of renewable energy into the national grid.
Present at the occasion were Mr. Pankaj Agarwal (1992-batch IAS officer), Secretary, Ministry of Power; Mr. Akash Tripathi (1998-batch IAS officer), Additional Secretary, Ministry of Power; Mr. Gurdeep Singh, Chairman and Managing Director of NTPC; Mr. R.K. Vishnoi, Chairman and Managing Director of THDCIL; along with THDCIL Directors Mr. Shallinder Singh, Mr. Bhupender Gupta, and Mr. Sipan Kumar Garg.
The Power Secretary, Mr. Pankaj Agarwal, termed the project a “path-breaking development” and essential for enhancing grid flexibility as India scales up renewable energy. Mr. Gurdeep Singh of NTPC praised the engineering excellence showcased by Indian PSUs and said the project will set a benchmark for future Pumped Storage Projects across the country.
THDCIL CMD Mr. R.K. Vishnoi expressed confidence that once fully operational, the Tehri Hydro Power Complex will achieve a total installed capacity of 2,400 MW, making it India’s largest hydropower complex. He emphasized the plant’s role in converting surplus off-peak energy into peaking power, ensuring round-the-clock availability and bolstering grid resilience.
The project, which features state-of-the-art power electronics and a 250 MW variable-speed pumped storage hydropower unit, has been developed in collaboration with GE Vernova—a global leader in hydropower technology. The equity in THDCIL is jointly held by NTPC Limited and the Government of Uttar Pradesh.
The event also saw the presence of Mr. L.P. Joshi, Executive Director (Tehri Complex), senior THDCIL officials, and key stakeholders from GE Vernova, HCC, and other partners. The project reflects India’s advancing leadership in innovative hydropower and its steadfast commitment to achieving clean, reliable, and flexible energy solutions.
